J -- TEAR DOWN AND QUOTE REWORK OF AIRCRAFT TOW TRACTORS SOL DTCG38-98-Q-H00019 DUE 091898 POC Martha Hebrew, Contracting Officer, (252)335-6557 This is a combined synopsis/request for quotation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotation; proposals are being requested and a written request for quotation/solicitation will not be issued. The request for quotation incorporates provision and clauses in effect through Federal Acquistion Circular 97-05. This is an unrestricted requirement for the procurement of the following: Tear down, evaluate and quote labor and parts requirements to overhaul 2 Aircraft Tow-in Tractors, International Harvester Model TD-225. Quote must be a firm-fixed price to cover all expenses to tear down the 2 tractors, evaluate the extend of servicing and replacement parts required, and provide a detailed report of the findings. This report must indicate all work required to overhaul the units and be in sufficient detail for the Government to use this report to solicit firm-fixed price offers to perform the actual overhauls. Additionally, the quote must include an optional charge for packing the disassembled units and preparing them for shipment to another repair facility if the evaluating contractor does not ultimately receive the actual overhaul award. Tow tractors are located at USCG Air Station Clearwater, 15100 Rescue Way, Clearwater, FL 34622; contractor is responsible for picking-up and delivering the units to this address. Final acceptance shall be at destination. Closing date and time for receipt of offers is 18 Sep 1998, 1:00pm, Eastern Daylight Time. FAR provision, 52.212-2 does not apply in that award will be made to the offeror who submits the lowest price for the T&E report. Offerors are instructed to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications -- Commercial Items" with their bid. If a copy of this certificationis needed, it may be requested by calling the contact number identified above. Offers may be submitted on company letterhead stationery indicating the nomenclature, unit price, and extended price for each service offered; plus any discount offered for prompt payment, and the business size standard and any minority classification. The offer must be signed by a company representative authorized to commit the company.
