The MEDCOM Contracting Center intends to procure multi-award indefinite delivery indefinite quantity (IDIQ) Commercial services contract(s). The purpose of this contract is to provide non-personal contracted advisory and assistance services which provides task orders issued against competitively awarded IDIQ contracts for management studies to improve the overall effectiveness of the ARMY MEDCOM and other DOD agencies or Departments. Studies will normally include a current analysis of the issues, assessment of the needs, economic assessments and recommended courses of action. Study areas may include master planning, organizational assessments, mission changes, and information technology changes needed for updating of the management reporting systems (excluded all facility related projects). The contractor is expected to provide the proper level of program management for each task order issued and provide adequate staffing to complete the stated requirements in each Task Execution Plan approved. The contracted efforts will be classified as either Category A or Category B services. The recommended Standard Industrial Classification Code (SIC) for this procurement is 8732 with a corresponding size standard of $5 million. This procurement is unrestricted and being advertised as full and open competition. The contract will be awarded for the basic period from 1 Nov 98 or date of award through 30 Sep 99, with four 1 year options.
