(DAI) to procure additional alternative development technical assistance services for a period of approximately 8 months. DAI's contract under CORDEP was originally competitively won and awarded in May 1992. A follow-on activity is in the final stages of negotiation and approval with the Government of Bolivia, for which a technical assistance contract will soon be advertised and competed. In the interim, however, uninterrupted alternative development and counter narcotics activities are of the utmost priority. In accordance with AIDAR 706.302-70 (b)(5) which provides less than full and open competition authority for awards for the continued provision of highly specialized services when award to another source would result in substantial additional costs to the government or would result in unacceptable delays, USAID/Bolivia and the Contracting Officer have determined that the incumbent contractor, DAI, is the only practicable, potential offeror. This determination is based on the extent of services provided to date, technical advisors currenlty in the field, and a host of related factors. This Notice of Intent is published as required by AIDAR 706.302-70 (c)(1) and while not a request for proposals, all expressions of interest or information requests will be responded to in the manner deemed appropriate by the Contracting Officer.
