Service (IRS) intends to negotiate a non-competitive contract with
Engineering and Management Associates, 3025 Southford Drive,
Cincinnati, Ohio 45248-5035 for the services of an expert in the fields
of Industrial or Safety Engineering and Environmental Health. Expert
must have extensive knowledge of Industrial or Safety Engineering and
Environmental Health issues and their relationship to employee
performance and employee incentive programs. Expert will study IRS
facilities to include buildings, equipment, furnishings, and other
physical aspects of the work environment to determine their effect on
the health and safety of employees and employee performance. Based on
studies of the IRS work environment, research of performance factors
and incentive programs in other organizations, and knowledge of
performance factors, expert will recommend changes in these areas for
IRS service centers. Expert will participate as a member of a team
comprised of representatives from the National Institute of Safety and
Health (NIOSH), the National Treasury Employees' Union (NTEU), and IRS
Executives. The Expert will present findings and recommendations in the
form of written and oral reports. In order to conduct research and
participate in team meetings, expert may be required to travel to 10
service centers, 2 computing centers, the Executive Office for Service
Center Operations and the IRS National Office. This notice of intent
is not a request for competitive proposals. Written responses to this
synopsis should be received within 15 days of this announcement and
should include sufficient documentation to establish capability to
fulfill the requirement. Written responses will be evaluated to
determine capability to provide service and will be considered in
determining if acquisition will be competitive. See Notes 22 and 26.
