INFORMATION FOR COMMERCIAL/GOVERNMENTAL OFF-THE-SHELF SOFTWARE FOR THE
ASSESSMENT OF FORCE PROTECTION RISKS. The Force Protection Battlelab
(initiative lead: Captain David M. Jurk) and Sandia National
Laboratories are conducting a survey to identify
commercial/governmental off-the-shelf software that fulfills the needs
of the Hazard Assessment and Mission Enhancement of Resources (HAMER)
initiative. The Hazard Assessment and Mission Enhancement of Resources
(HAMER) initiative is being proposed as a risk management, systems
approach to force protection decision-making. It will allow commanders
to optimize assets and make informed risk mitigation decisions;
provide them with the necessary quantitative and empirical data when
elevating risk mitigation concerns to higher levels in the chain of
command; show the mission impact of enacting, fully or partially, or
even ignoring or deferring force protection measures; provide a
prioritized cost-benefit analysis to better utilize the resources on
hand; and identify additional measures to mitigate unacceptable risk.
HAMER will do this by calling on a suite of integrated software modules
encompassing everything from blast mitigation and conventional
explosives effects, chemical and biological weapons effects and
mitigation, human injury prediction, site characterization, threat
analysis, and risk assessment, to cost performance analysis. Parties
may also identify technologies and/or techniques not listed above that
they feel may be relevant. Interested parties should respond to this

There is no firm requirement for this initiative and funds are not
available. This action has no relationship to any formal solicitation.
No solicitation will be issued at this time. Participation in this
effort is strictly voluntary with no cost or obligation to be incurred
by the Government. The Government will in no way be obligated to
purchase all or any part of the description above. All information
obtained from this request shall be made available for competitive
bidding purposes, should the need arise. Interested parties should
