S -- PRIVATIZATION OF ELECTRIC SOURCE SUPPLY SOL DAAE07-98-R-Q230 POC Tim Smith (810) 574-7047 Privatization of electric source supply and all transmission lines up to each bbuilding located at U.S. Army TACOM, Warren, Michigan 48397-5000. This is an indefinite quantity, indefinite delivery, request for information only. The U.S. Army TACOM is seeking analytical support services in the development of an electric privatization request for proposal. Upon completion of its development, the proposal may result in a solicitation for electric services, system ownership, maintenance, repair, etc. This procurement is competitive and does not restrict participation by large businesses. ELECTRIC: The Government must look at privatization for all utilities which by definition means: transferring ownership, major maintenance and repair responsibilities, investment/upgrade/plant replacement responsibilities, and the responsibility for continued operation and maintenance of the currently Army owned utility system by a Non-Federal Agency. This market survey addresses the privatization of electric source supplyand all the transmission lines throughout the Detroit Arsenal, up to each building using electricity. There are approximately 18 buildings located on the west side of the railroad tracks and 2 buildings on the east side, that will require this service. The substation for which power is supplied (located on east side of R.R. tracks), and the transmission lines supplying power, are ranging from 3 to over 40 years old. The capacity of the existing main substation is as follows: 16MVA, 40KV/4.8KV, 2 bus bars (2000A each), with 16 switchgears. All feeders are currently underground and accessed through manholes, to the electrical room of each building. Their size is 500MCM, some rated at 5KV insulation and some at 15KV insulation. All the duct banks are currently full. There is a need for two (2) additional feeders to be installed in a new ductbank for two buildings; one existing building for test cell currently in place, and the other for a new building soon to be built. Propose to build a new substation on the west side of R.R. tracks; 20MVA capacity with 2 bus bars for 2500A each, 40KV/4.8KC; 18 switchgears/compartments; constructing and modifying existing manholes/underground cables to run a dedicated feeder to each building and abondon/demolish all unnecessary feeders/manholes.
