sources up to each building located at the U.S. Army TACOM, Warren,
Michigan, 48397-5000. This is an indefinite quantity, indefinite
delivery, request for information only. The minimum ordering quantity
is zero. The U.S. Army TACOM is seeking analytical support services in
the development of an potable water privatization request for
proposal. Upon completion of its development, the proposal may result
in a solicitation for potable water services, system owvership,
maintenance, repair, etc. This procurement is competitive and does not
restrict participation by large businesses. POTABLE WATER: The
Government must looi at privatization for all utilities which by
definition means: transferring ownership, maintenance and repair
responsibilities, investment/upgrade/plant replacement
responsibilities, and the responsibility for continued operation and
maintenance of the currently Army owned utility system by a Non-Federal
agency. This market survey addresses the privatization of potable water
lines located throughtout the Detroit Arsenal to each building. There
are approximately 18 buildings located on the west side of the railroad
tracks and two buildings on the east side. There are three (3) potable
water line sources entering the Arsenal west of the Conrail tracks and
one (1) on the east side. The east side is sharded with the other
remaining buildings and property currently under transfer through Base
Relocation and Consolidation Initiative (BRAC), with the city of
Warren. Other information: there is approximately one and a half miles
of water pipe on the Arsenal consisting of cast iron (CI), PVC and
copper. Sizes range from 12" to 8" CI mains, 8" to 3" PVC, to 1"
copper. As the transfer of property continues, there will be a need for
a shutoff valve installed, possible metering requirements, and other
associated work to be done for ability to control and monitoring. There
are also approximately 2 miles of fire lines located on the west side
on the Arsenal that feed 29 hydrants. Piping sizes range from 10" to 4"
CI coming from the potable water line feeds from both 11 Mile Rd. and
Mound Rd. There will be some work required to sever the line that
routes under the Conrail tracks feeding the west side. Point of
