commercial items prepared in accordance with the format in the Federal
Acquisition Regulations (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. (I) This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This CBD notice can be viewed
and downloaded using the Agency Web Site. The Worldwide Web address is

following screen, select Download Available USAID Solicitations. II The
Solicitation Number for this Request For Quotations (RFQ) is
OFDA/PS-9198. This acquisition will be conducted using simplified
acquisition procedures. III The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 90-46. IV This procurement is unrestricted and is being
advertised as full and open competition and is not set aside for small
businesses or other groups. V The contractor shall provide training
facilities for internal staff training/personal development. The award
will be for one year plus one option year. USAID/OFDA seeks remote,
off-site accommodations located a minimum of 75 miles up to a maximum
of 125 miles from Washington, D.C. Facilities will be required a
minimum of twice yearly for the following courses/events (a minimum of
three months notice will be provided): (a) Five-day Disaster
Assessment Course for 35 people with the first course November 15-20,
1998. The vendor will be required to provide overnight accommodations
(Sunday p.m. check-in, Friday p.m.departure), including three
meals/day, three coffee-breaks/day, one large conference room to
accommodate 35 people, and four breakout rooms to accommodate 8 people
each. Vendor shall supply audio visual equipment to include TV and
VCR, slide projector and screen, overhead projector, flip charts (8)
and markers; and (b) three day office retreats for 15 people (dates to
be established). The vendor will be required to provide overnight
accommodations, including three meals/day, three coffee-breaks/day,
conference room for 15 people and one break-out room. General support
in the form of fax machines, copiers, message center, and phones (modem
connections preferred) are required for both events. CLIN 0001 -- 5 day
Assessment Course for 35 people -- quantity: 2 (base year). CLIN 0002
-- 3 day Retreat for 15 people -- quantity: 2 (base year). CLIN 0003 --
5 day Assessment Course for 35 people -- quantity: 2 (option year).
CLIN 0004 -- 3 day Retreat for 15 people -- quantity: 2 (option year).
Quotes must be submitted for each CLIN to be considered. Each price
will be fixed for the term of the contract. Site evaluation of the tip
three candidates will be performed by USAID/OFDA representatives prior
to final selection. VI Clauses/Provisions: FAR Clause 52.212-1
"Instructions to Offerors -- Commercial Items, "is hereby included by
reference. Each offeror is required to provide past performance
information for same/similar supplies, to include 2 most recent
contract numbers, points of contact/current telephone numbers, type of
supplies provided. VII FAR Provision 52.212-2 "Evaluation --
Commercial Items": (a) The Government will award a single purchase
order resulting from this solicitation to the responsible quoter whose
quote conforming to the solicitation will be most advantageous to the
Government. Technical capability will be evaluated by how well the
proposed facility meets the Government's requirement. (b) Options. The
Government will evaluate offers for award purposes by adding the total
price for all options to the total price for the basic requirement. The
Government may determine that an offer is unacceptable if the option
prices are significantly unbalanced. Evaluation of options shall not
obligate the Government to exercise the option(s). VIII FAR Provision
52.212-3, "Offeror Representations and Certifications -- Commercial
Items" shall be completed and submitted with the quotation. IX FAR
Clause 52.212-5, "Contract Terms and Conditions Required to Implement
Statutes of Executive Orders -- Commercial Items, with the following
addenda: Paragraph (b) the following FAR clauses are hereby
incorporated by reference: 52.216-22, 52.222-20, 52.222-26, 52.222-35,
52.222-36, 52.222-37, 52.223-2, 52.223-6, 52.225-3. AIDAR clauses
752.202-1, Alternate 70 (JAN 1990) and 752.209-70 (JULY 1996) are
applicable and are incorporated by reference. XI Quotes should be
received not later than September 18, 1998, 2:00 p.m., local time. The
