The first component, the channel, consists of clearing and excavating the existing creek to remove debris and sediment; the channel begins immediately downstream of Highway 10 and extends 400 feet downstream. The channel is grasslined with bottom widths varying from 80 feet just downstream of the box culverts and narrowing to 20 feet over the initial 250 feet. The remaining length of the channel shall have a 20 foot bottom width. The side slope shall be one vertical on two horizontal. The channel improvement allows low flows to continue downstream within the existing creek. The second component, the swale, consists of excavating an overflow swale which diverts high flows toward an abandoned borrow pit; the swale begins 125 downstream of Highway 10 and extends 775 feet downstream. The swale is grasslined with a bottom width of 100 feet. On the East bank at the upstream end, along the first 200 feet and on the West bank at the downstream end along the final 200 feet, the side slopes are one vertical on six horizontal. The remaining banks shall be sloped with one vertical on two horizontal side slopes. The swale invert is 2 feet higher than the downstream invert of the box culvert on Highway 10; the swale also has two rock ditch checks to provide grade control. The channel and swale will be turfed with natural grasses; no mowing or erosion repair will be required. The channel will require periodic maintenance to remove debris and sediment to ensure low flows continue downstream within the existing creek. Note: "Award is contingent upon acquisition of all necessary Right-Of-Way. Award will not be made under this solicitation until the City of Euless, Texas, has completed acquisition of all real estate which the Government has determined to be necessary for this project; documentation of the acquisition has been reviewed and approved by the Government; and the City of Euless has provided the Government and its contractors with a right of entry for construction." Cost Range: $250,000 to $500,000. No express mail procedures will be utilized on initial mailing of plans and specs. The solicitation is tentatively scheduled to issue on or about 18 September 1998, and the bid opening date will be on or about 20 October 1998. Duration of contract is estimated 120 calendar days.
