NASA/GSFC plans to issue a Request for Quotation (RFQ) for the building of a hexapod, 6-degree of freedom, prototype positioning system for development of an inertial measurement unit controlled precision pointing system. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from 3D Imaging in Easton, MD. 3D Imaging is the only company with the experience and background necessary for this requirement. Goddard's Systems Engineering Office has been working closely with 3D Imaging in the development of an airborne imaging spectrometer, for which this precision pointing system will initially be evaluated. 3D Imaging has developed the software for the inertial navigation system (INS) interface for the pointing system, and is familiar with the system requirements. Through extensive market research, it has been determined that no other organization has the required expertise and overall capability in this area. It would not be possible to find another vendor that has the specific knowledge regarding the system, that already has in-house several of the required subsystems. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
