This announcement constitutes the only solicitation; quotations are being requested and a written solicitation WILL NOT be issued. The Solicitation number is 539-98-16. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-06. The standard SIC code is 3826 and the small business size standard is 500. The Cincinnati VAMC is looking to procure a Voyager-DE RP Biospectrometry Workstation on a brand name or "equal" basis. The manufacturer is PE Biosystems (Perseptives Biosytem), 850 Lincoln Center Drive, Foster City, CA 94404. The workstation shall include the following brand name or "equal" items: Voyager DE-PRO Biospectrometry Workstation, Product # 5-2437-00-0000 or "equal", 1 each; Voyager Biospectrometry 2 GHz Acquisition System, Product #V700454 or "equal", 1 each; Voyager Biospectrometry Data System, Product #V725092 or "equal", 1 each; Collision Induced Dissociation System, Product #V700400 or "equal", 1 each. MINIMUM SPECIFICATIONS: MADLI-TOF (matrix-assisted laser desorption ionization time-of-flight) MS/MS mass spectrometer shall be a BENCH TOP instrument capable of operation 25 kv with single high performance Nitrogen laser. Capable of linear and reflection mode operation, include vacuum system should include 2 turbo molecular pumps, include built in Bradbury-Nielson gate timed ion selector, resolution >10,000 FWHM, accuracy within 20 ppm, 100 position sample plate with joystick controlled sample stage, 30X magnification camera and monitor system. Collision Induced Dissociation unit to enhance post source decay analysis, shall comprise collision cell gas inlet, appropriate fittings for gas connection and regulation. Data Acquisition system shall comprise of a on-board 2 GHz digitizer with control software. Data Analysis system shall comprise of control software for operation under fully automated or manual modes, and processing software for displaying, manipulating, reporting, and printing data. The system shall be controlled by a Pentium II based PC (minimum specifications: 400 MHz Pentium II based computer with 64 MB RAM, 4.0 Gbyte hard drive, internal ZIP drive, 3.5" floppy drive, CD-ROM, PCI Ethernet card, Window NT 4.0 and/or Windows for Workgroups 3.11, Microsoft Office, 17" SVGA monitor, keyboard, mouse, joystick and printer). Contractor shall provide system installation, set up and on site training. Additional training to be provided at manufacturers facility. Contractor shall provide a 1 year warranty on the system. If submitting a quote on brand name or "equal", adequate technical information shall be submitted with the quote for Government's complete evaluation. Quotations shall be submitted on an "all or none" basis. Partial quotations shall be rejected. Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR Clause 52.212-2 is incorporated by reference and applies to this acquisition. Three factors shall be used to evaluate offers: technical capability, price and past performance. Price and past performance, when combined, are significantly less important than technical capability.
