Contracting Officer The Developmental Therapeutics Program (DTP),
Division of Cancer Treatment Diagnosis (DCTD), National Cancer
Institute, National Institutes of Health plans to procure a Quali-Fill
Oil and Paste Filling Machine with additional changeable parts from
Schaefer Technologies, Inc., 4251 North Shadeland Avenue, Indianapolis,
IN. 46226. Solicitation number RFQ-NCI-80234. DTP requires a ring style
capsule filling attachment for a Parke Davis Model 8 machine capable of
filling liquids, semisolids, and pastes into hard gelatin capsules in
order to design and develop dosage forms for anticancer and anti-AIDS
drugs for use in the toxicologic studies and NCI- sponsored clinical
trials. This equipment will enable us to develop the formulations that
can rapidly enter the agents into clinical trials and save patients'
lives. The National Cancer Institute currently has a Parke Davis Model
8 semiautomatic capsule filling machine that rectifies, separate,
fills powder, and joins the hard gelatin capsules. The Quali-Fill oil
and Paste Filling Machine is an attachment to Parke Davis 8 that is
capable of: 1) filling oily and paste like oral formulations into hard
gelatin capsules. 2) The machine is easily to disassemble, wash, and
reassemble. 3) The filling amounts can be easily adjusted by turning
the handle to a desired value. 4) All parts are made of stainless steel
for durability and cleaning purposes. 3) the machine can also
accommodate filling capsules of sizes 1, 2, 3, and 4 without changing
parts. The required change part will enable the filling of size 0 and
00, as well. Since the Quali-Fill Oil and Paste Filling Machine (with
additional change parts) from Schaefer Technologies, Inc. is compatible
to the Parke-Davis, it is the only source known to NCI that can meet
the above requirements. If any interested party believes it has a
compatible machine and it can meet the automatic filling requirements
and standards herein, it may submit a statement of capabilities. The
statement of capabilities and any other information furnished must be
in writing and must contain material in sufficient detail to allow NCI
to determine if the party can perform this requirement. Capability
statements must be received in the contracting office by 3:00 p.m. EST,
on Sept. 25, 1998. If you have any questions, please contact Cynthia

Government not to compete this proposed requirement based upon
responses to this notice is solely within the discretion of the
Government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
