synopsis/solicitation for commercial items prepared in accordance with
the format FAR 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the Solicitation
No. 1425-98-SQ-11-00080 issued as a Request for Quotations and
incorporates provisions and clauses in effct through Federal
Acquisition Circular 97-5.The NAICS code is 334220. The BUREAU OF
RECLAMATION Snake River Area Office West has a fixed price requirement
for furnishing and delivery of the following surveying systems which
utilize the NAVSTAR Global Positioning System GPS Satellites. One
complete GPS Surveying system (two GPS receivers total) capable of
performing both post processed (PP)and real time (RTK) surveys. The
system shall include a UHF radio solution, software, training, all
necessary cable and batteries, and yearly software and firmware support
agrements on all components. Must be compatible with Trimble equipment
and data output. ROVING GPS RECEIVER: The roving units must include a
GPS receiver, GPS antenna, UHF radio and antenna, handheld data
collector and a battery or batteries capable of powering the components
for an extended period of time (4 hr. min.) Internal high gain UHF
radio modem and antenna with 20 channel capability. RTK Survey
Performance Real-time continuous, Real-time stop&go. Plus or minus 1
cm+2ppm horizontal, plus or minus 2cm+2ppm vertical. BASE AND ROVING
BPS RECEIVER: Large capacity internal memory while tracking 6
satellites (min) of L1/L2 at a 15 second epoch recording rate. Minimum
of 9 channels 11 C/A code, L1/L2 full cycle carries. Static Survey
Performance (Post Processed)5mm + 1ppm (times baseline length)
(Horizontal). 10mm + 1ppm (times baseline length) (Vertical). 1 arc
second + 5/baseline length in kilometers (Azimuth). Kinematic Survey
Performance (Post-Processed) 1cm + 2ppm (times baseline length less
than 10 km) (Horizontal). 2cm + 1ppm (times baseline length greater
than 10 km) (Horizontal). 2cm + 1ppm (times baseline length)
(Vertical). Occupation time: Continuous:1 second measurement time.
Stop&go: 2 seconds (min) with 5 satellites. HANDHELD UNIT: The handheld
data collector provided with the system shall have the following
characteristics: Must withstand a drop from a minimum of 1 meter.
Ability to accfept and use geoid models as a part of a calibration.
Ability to support navigation points. Ability to support continuous
offsetting by time or distance, with support for defining up to two
offset lines right and left, or both offset lines on one side. Ability
to switch into post processed mode should radio link go down.
Extensive COGO functions. Ability to collect and display data in
various coordinate systems including Lat/Lon, UTM, or State Plane.
Stake out functionality. On the fly initialization. BASE RADIO MODEM:
The base radio modem shall have the following characteristics: Rugged,
weatherproof construction, Multi-channel capability, Assessable
channel selector, 1200, 2400 or 4800 BPS operation. Programmed
frequencies in the 406-420 Mhz range. Repeater mode capability with
base radio modem (one repeater per network). Must support 12.5 kHz or
25 kHz channel spacing (one per model) POST PROCESSED SURVEY SOFTWARE
UTILITIES: The post-processing survey softwear suite provided with the
system shall include a least squares adjustment module with the
following funtionality: Windows NT 4.0/Win 95 compatible. Be capable of
simultaneous network of GPS and conventional data. Have the ability to
incrementally improve the accuracy of a primary residual geoid model
through the input of spirit level information from popular electronic
levels. Have the ability to perform direct operations on data collector
files. Have advanced and automated data snooping and blunder detection
capabilities. Allow adjustment of both PP vectors as well as RTK.
Exportable to vaeious coordinate systems including Lat/Lon, UTM and
State Plane. THE RTK SOFTWARE PROGRAM: shall have the following
functionality: Windows NT 4.0/Win 95 compatible. Must have the ability
to easily process the raw data collected in the handheld unit during
periods with the radio link being unavailable in the field. Merging of
RTK and PP data shall occur seamlessly. Ability to graphically viw
maps of geographic areas where geoid models exist. Two way interface
with AutoCAD software. Exportable to various coordinate systems
including Lat/Lon, UTM, and State Plane. The vendor shall provide at
least 6 production references of firms or agencies within 100 miles of
Boise, Idaho who are using the system to be supplied under these
specifications. These references shall include: Contact Name, agency or
company name, phone number, address, model of equipment in use. These
references should be from users who have used the system for a minimum
of six months. The following FAR provisions and clauses apply to this

52.212-5 paragraph b is taileored to incorporate the following clauses
by reference: 52.219-8, 52.219-14, 52-222-26, 52.222-35, 52.222-36,
52.222-37, 52.225-3, 52.225-18, and 52-225-21 with Alternate 1.
Offerors are to include a completed copy of the provision at 52.212-3
Offeror Representations and Certifications -- Commercial Items (JAN 97)
with the RFQ. Offerors may request a copy of this clause be faxed to
them. The closing time and date for receipt of proposals is close of
business 9/22/98 local time. Estimated issue date of award is 9/23/98.
