Agency (EPA) seeks sources to provide an ambient air dryer system for
the dilution air used in the vehicle emissions testing conducted in
accordance with CFR Part 40 Subpart 86. This procurement is focused on
obtaining a standard desiccant air dryer with electric regeneration
and recirculation to provide 5-10 gr/lb dry air at 2000-2500 cfm. The
vendor shall be required to have comprehensive knowledge of desiccant
air dryer systems. The vendor shall configure the system, build and
integrate the components, and shall deliver and install them on a
structual mezzanine which the Government will provide at the end of the
test cell area at the EPA NVFEL laboratory in Ann Arbor, Michigan. The
vendor shall connect the system to all the required facility
utilities, which are all within 30' of the system. The output from the
air dryer system shall be supplied to the test sites via a single
connection on a central manifold which the Government will provide. The
vendor shall analyze the requirements and shall develop a specification
of a standard system configured to meet the conditions. Once the
configuration is reviewed and approved, the vendor shall fabricate,
deliver, install, and performance test the system. The air dryer
installation is anticipated to be completed at this location by
November 30, 1998. Issue date for the solicitation document will be
approximately September 22, 1998. This is a small business set-aside.
