combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR PART 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. Solicitation No.
N49399-98-Q-0227 is issued as a request for quotation (RFQ). The
Standard Industrial Classificiation Code (SIC) is 3826 and the Small
Business Size Standard is 500. The successful contractor shall supply
one Cytological slide processor FOB destination to the Receiving
Officer, Building 449, Naval Ambulatory Care Center Facility, Groton,
CT. 06349, on or before 30 September 1998. Specifications as follows:
Item 0001 -- one (1) each 1. Food and Drug Administration approved
cytological slide processor (GYN and NON-GYN specimens). 2. The system
must provide for collection of cells in a fluid medium that prevents
deterioation of the cellular material. 3. The thin prep system must
provide a monolayered specimen on the slide that allows for easy
visualization of the cells on the slide. The system must provide
reproducible uniform slide preparation. 4. The system must provide
slides that are capable of providing a significant increase in the
detection of cervical/vaginal cytological atpias by approximately 60%
or more. 5. Slides made using the system must eliminate air drying of
the cells on the slide. 6. The system must eliminiate obscuring
inflammation, blood, and mucus by approximately 50% or more. 7. The
system must provide slides that are proven to decrease the finding of
inadequate endocervical component. This means that it must be proven to
capture more cells from the endocervical brush than the current
methodology used for cervical/vaginal pap smears. 8. The system must be
proven to capture a larger number of cells from all the collection
devices (brush, spatula, etc.) tha the current methodology used for
cervical/vaginal pap smears. 9. The system must be proven to
significantly increase the detection of Low Grade Sqamous
Intraepithelial Lesions. The Government will award a firm fixed-price
contract resulting from this solicitation to the responsible offeror
which is the most advantageous to the Government, price and other
factors considered. The solicitation provisions and clauses
incorporated herein are those in effect through FAR FAC 97-04; 52.212-1
Instructions to Offers, 52.212-2 Evaluation of Commercial Items;
52,212-3 Offeror Representations and Certifications-Commercial Items;
52.212-4 Contract Terms and Conditions-Commercial Items, 52.212-5
Contract Terms and Conditions Required to Implement Statues or
Executive Orders-Commercial Items. Quotations shall be submitted on
company letterhead and directed via the fax number above. The
solicitation number shall be listed on the quotation. All offers must
be received by 10:00 A.M. EST 21 September 98. Late offers will not be
accepted. The proposed contract is a total small business set aside.
All contractors are required to be registerd in the DOD Central
Contractor Registration database prior to award as specified in
