(703) 607-4611 The Defense Information Systems Agency is soliciting
quotations for commercial Virtual Private Network software and hardware
on a brand name only basis. No substitutions will be accepted. This
combined synopsis/solicitation for the brand name software and hardware
products is prepared in accordance with the format of Federal
Acquisition Regulation subpart 12.6 as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING SOLICITED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. Quotations are to be supplied to
DITCO-NCR, Attn: DTN4 (Mary Dalida), 701 S. Court House Road Bldg. T-5,
Arlington, VA 22204-2199 until 2PM (local time) 14 September 1998.
Facsimile quotations are acceptable. This acquisition for software and
hardware is being issued as a Request for Quotation (RFQ) under
solicitation DCA100-98-Q-0081. The acquisition is a total small
business set-aside under SIC code 3571 with a size standard of 1,000
employees. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-04.
The Government anticipates one award to be made from this solicitation.
The Government requires each offeror to present a priced listing of the
software and hardware for items 0001-0005. THE CONTRACTOR SHALL SUBMIT
A DESCRIPTION OF THE CONTRACTOR'S BUSINESS, ALONG WITH EXAMPLES OF
RECENT PERFORMANCE OF OTHER GOVERNMENT REQUIREMENTS. THE DESCRIPTION
SHALL INCLUDE PHONE NUMBERS AND NAMES FOR POINT OF CONTACT. THE
DESCRIPTION SHALL BE USED BY THE GOVERNMENT, IF NEEDED, TO VERIFY
ACCEPTABLE PAST PERFORMANCE. THE CONTRACTOR SHALL ALSO SUBMIT A COPY OF
THEIR COMMERCIAL PRICE LISTING. The following is a description of the
brand name Virtual Private Network software and hardware for line items
0001 through 0005: Line item 0001, VSU1010, US Domestic Version, p/n
10-1010-1-0000, 2 ea; line item 0002, VSU-10, US Domestic Version, p/n
10-0010-1-0000, 14 ea; line item 0003, VSU-10 advanced firmware, US
Domestic Version, p/n 30-0010-1-0001, 14 ea; line item 0004, VPN
Manager Toolsuite, US Domestic Version, p/n 20-230-1-1-0000, 1 ea; line
item 0005, VPNremote Client 50 User License, US Domestic Version, p/n
21-200-1-1-0050, 1 ea. The delivery schedule for these items is NLT 15
October 1998. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items, applies to this acquisition. The provision
at DFARS 252.204-7004, Required Central Registration (CCR) and
subparagraph(b)(1) applies to this acquisition; and is hereby
incorporated by reference as follows: By submission of an offer, the
offeror acknowledges the requirement that prospective awardee must be
registered in the CCR database prior to award, during performance, and
through final payment of any contract resulting from this
solicitation. Year 2000 compliance is hereby incorporated by reference
as follows: all information technology provided under, or in support
of, this contract by the contractor and all subcontractors shall be
Year 2000compliant. Year 2000 compliant means, with respect to
information technology, that the information technology accurately
processes date/time data (including, but not limited to, calculating,
comparing, and sequencing) from, into, and between the twentieth and
twenty-first centuries; the years 1999 and 2000, and leap year
calculation, to the extent that other information technology, used in
combination with the information technology being acquired, properly
exchanges date/time data with it. To ensure Year 2000 compliance, the
contractor shall, at a minimum, test a representative sampling of the
information technology, or the same type of information technology,
that will be provided under the contract. Year 2000 compliance testing
will be accomplished and documented in accordance with generally
accepted commercial standards/practices. If requested, the contractor
shall provide the Government with a copy of such Year 2000-compliance
test documentation at no additional cost to the Government. The
hardware, software, and firmware ordered herein must be Year 2000
compliant as defined by the above data change specification. The
Government will award a contract, resulting from this solicitation, to
the responsible offeror whose offer, conforming to this solicitation,
is the lowest priced and technically acceptable. The points of contact
