70 -- FILM DIGITIZER (SCANNER) SOL RFQ 580-46-98 DUE 092598 POC Contracting Officer, Cathy Edwards, (713) 794-7423 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This request for quotation is number 580-46-98. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-07. Standard industrial classification code 3577, size standard 1,000 employees applies to this procurement. These devices are primarily used to scan radiological images into a digital computer network. Line item 1: Lumisys 75 (or equal) high resolution film digitizer, table top scanner, ISA interface with 4 Mb memory card, fixed resolution 2048 pixel per line, DICOM output software. 2 each; Line item 2: Lumisys 75(or equal) automatic film feeder, 6 sheet capacity. 2 each; Line item 3: Operating and service manuals for items 1 and 2. 2 each. To be acceptable, an equal brand must: (1) Be compatible with "Film Express" software from Mitra, Inc. Mitra must be capable of using the scanned film to send diagnostic quality film scans to a DICOM network receiver. (2) Scan 14" by 17" film. (3) Must have high signal-to-noise ratio and directly measure optical density over a wide dynamic range. (4) Scanner must have a helium-neon laser beam which is scanned across the film plane as the film is moved perpendicular to the laser scan. (5) Must be capable of selecting 8 or 12 bit resolution. (6) Must have at least a 6-slot bin for walk-away scanning of studies. (7) Scanner must have interface card and drivers to work with a standard IBM compatible personal computer. (8) scan rate should be at least 115 lines per second. (9) Scanner must operate on standard 120 VAC power. The devices are required for the Houston, TX VA Medical Center; delivery FOB Destination within 30 days of receipt of order. The provisions of clause 52.212-1 Instructionsto Offerors -- Commercial, applies to this acquisition with the following addenda: 52.214-21 Descriptive Literature and 852.211-77 Brand name or equal.
