This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. Solicitation # F1965098T2258 is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-6 This isa 100% small business set-aside. The associated Standard Industry Code (SIC) is 2521 with a size standard of 500 employees. PURCHASE DESCRIPTION: USED OR NEW SYSTEMS FURNITURE (EXECUTIVE LEVEL) 1. Scope: The contractor shall provide all labor, material, equipment, transportation and supervision necessary to design and install new or refurbished executive level systems furniture (to include all electrical connections) on the 3rd floor of bld 1305. Proposals will be evaluated on two objectives in addition to meeting the basic criteria of the SOW: 1A. Ability to deliver a product rapidly and meet a delivery date of no later than 4 Nov 98 2B. Ability to provide the most complete and cost effective solution to the requirements using new or refurbished products. 2. LOCATION: Building 1305 third floor. 3. Supervision: The contractor shall provide supervision on the work site throughout the duration of the work. 4. NORMAL WORK HOURS: Monday through Friday 0730-1630 hr any request for changes must be approved and coordinated through the Contracting Officer 72 hours in advanced. 5. PERIOD OF PERFORMANCE: All work shall be completed within 15 calendar days of Notice To Proceed. 6. PROTECTION OF GOVERNMENT PROPERTY: Contractor shall be responsible for protecting all Government property from damage at the work site. The contractor will be responsible for government and personal property damage during the work period. 7. MATERIAL: All material shall be contractor furnished except where identified as government furnished. All material requires submittals and shall not be used or installed until approved by the project manager. 8.CLEAN UP: The contractor shall be responsible for daily clean up of the work site, more often as necessary to maintain a clean and safe working environment. It will be the contractors responsibility to dispose of all waste properly and legally. 9.SAFTY: The contractor shall be responsible for maintaining a work site compliant with Occupational Health and Safety/Administration (OSHA) regulations. The contractor shall be responsible for the safe conduct of all his laborers and subcontractors. 10.PRODUCTS/MATERIALS: The contractor shall follow written manufactures instructions for preparation installation, etc. The contractor may submit to the contracting officer a product equal to products specified in this statement of work. The contracting officer reserves the right to disapprove a product submitted as "equal" based on quality, composition, and application comparison. All products must comply with the Government's "Buy American" provision. 11. WORK TO BE ACCOMPLISHED: The following work shall be completed in a professional manner: A1. The contractor shall provide a timeline and design layout with the bid package for evaluation. A2. Contractor shall provide the project manager and ESC/PKOS a schedule within three working days from award date. This schedule will be closely coordinated with the project manager prior to submittal. A3. Contractor shall provide a final design/floor plan and inventory of all components to be used prior to start date. A4. The minimum requirements for furniture and cubicles is included in this announcement and the rough layout is available from Michael Cunningham at 104 Barksdale St. Hanscom AFB, MA 01731 or cunninghamm@hanscom.af.mil or fax your request to (781)377-4324. This layout is approximate sizes and location of desired offices, bidders should perform a site visit to evaluate actual conditions prior to bid. The actual sizes of the offices are subject to slight changes due to variations in size of manufactures panels, however all offices must still fit in approximate locations. Colors, fabric, and furniture selections must be submitted to the contracting officer and approval by the project manager prior to installation. A5. Contractor shall provide all electrical whip connections from the system furniture to a location where an electrical connection can be made with a wall outlet. A6. Any deviation from the government approval design/layout must be coordinated with the project manager. A7. Upon completion, the contractor, project manager and ESC/PKOS will conduct a final review/walk-through to determine any deficiencies which the contractor will be responsible to correct within 5 working days. MINIMUM REQUIREMENTS FOR CUBICLES: 1.All furniture provided shall be covered by a minimum 1Year warranty and have no apparent stains/rips or any other aesthetic problems. 2. Wall: Walls shall be a minimum of 80". These walls shall be the same color for every cubicle and of the same manufacture, to facilitate future reconfiguration. Color selection must be approved by the project manager prior to installation. Walls shall include all necessary power strips and connections to be completely usable and functional. These cubicles are for executive level workers and should include high quality fabrics and materials. Each office should have a matching door. 3.Furniture: There shall be a minimum of two freestanding chairs in each office. These chairs must be coordinated with the wall colors in each office and be of good quality. All furniture selections to be approved by the project manager prior to installation. The main office chair shall be on rollers. 4.Layout: The cubicle layout should include the following at a minimum, Pedestal table as part of the workstation/laminate or wood finish, Corner computer workstation, Height adjustment keyboard tray, At least three upper flipper cabinets, At least two under desk file cabinets, Pin up boards, Task lighting, open shelving, and Wood finish is desirable but not required on some surfaces. Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition, and there are no addenda to this provision. Provision at 52.212-2, Evaluation -- Commercial Items (As Amended), applies. Evaluation criteria is as follows: The Government will award a contract resulting form this solicitation to the responsible low offeror whose offer is determined technically acceptable. The following factors, in descending order of importance, shall be used to evaluate offers: (a) Technical Description: Offerors shall submit a technical description of the items offered as an "or equal" product. Offerors who fail to submit a technical description supported by product literature or other documents, as necessary) may be deemed unacceptable. (b) Warranty: Offerors are required to provide standard warranty information to demonstrate a minimum warranty of parts and labor for one year. Should the Standard Warranty be more extensive than the minimum specified, the contractor shall include the information as part of the offeror's proposal. (c) Delivery Terms: Offeror shall submit with its proposal a Schedule for Delivery. The Government will evaluate equally, regarding time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified herein. Offers that clearly propose delivery that will not fall within the applicable required delivery period specified in FAR 52.212-4 (Addenda), may be considered unacceptable and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes other delivery schedule, the required delivery schedule will prevail. (d) F.O.B. Destination Only (Reference FAR 47.305-4): F.O.B. Destination-only offers are desired, and evaluation of offers will be made on a F.O.B. Destination-only basis. Offers that are submitted on any other basis may be rejected as unacceptable. (e) Past Performance: Offerors shall submit the information specified in clause 52.212-1, Instructions to Offerors -- Commercial Items, paragraph (b) (10). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action to either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors are advised that a copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items shall be submitted with its offer.
