(FAX: 215-737-7429) The Defense Supply Center, Philadelphia, is seeking
domestic sources interested in providing men's and women's dress shoes
in support of the Navy. The following briefly describes the types of
man's and woman's dress shoes being sought: Commercial Men's and
women's leather, plain-toe, black, oxford dress shoes. The shoes shall
be black and have a plain-toe oxford design. The upper portion shall
be made with corrected or full grain catthehide dress shoe leather.
Lining for the vamp, quarter, and tongue areas shall be a Cambrelle or
equal fabric with foam laminate. The shoes shall have a commercial
energy absorbing slip-in/removable formed insole, and a thermoplastic
box-toe and counter. The closure shall be a lace and invisible (blind)
eyelet system. The shoes being sought must be a conventional goodyear
welt, Class I-Butyl impregnated leather outsole/rubber heel or Class
2 -- hypalon rubber outsole/heel. The Welt shoes shal have a commercial
plastic storm-welt that goes completely around the heel of the shoe.
Class I shoes shall have a leather outsole that is stitched to the
Goodyear welt and a nail attached rubber heel. Class 2 shoes shall have
a hypalon rubber traction design outsole stitched to the Goodyear welt
and a nail attached rubber heel. The outsole for the Type I, class 1
shoe shall be butyl-ipregnated vegetable tanned and chrome retanned
leather with a thickness of 11 irons. The outsole for the Type I, Class
2 shoes shall be black, non-marking hypalon rubber, molded with the
manufacturer's commercial traction design having a total thickness of
12 irons with a minimum abrasion index of 90. The heels for both type
I shoes shall be molded from black non-marking hypalon rubber using a
washer or plastic core construction with a traction design and shall be
5/8 to 3/4" in total height with a min.abrasion index of 100. Thse
shoes shall be produced on contractor furnished men's and women's dress
shoe lasts in accordance with manufacturer's standard patterns, dies
and markers. Men's sizes shall run from 3C to 15EEE and women's sizes
from 4 Regular to 12 Wide. The Navy has a purchase description, NCTRF
PD-13-98 that they utilize when certifying these type items for sale in
their stores. If you would like to receive a copy of NCTRF PD 13-98 in
order to ascertain whether or not you have a product that will meet
the Navy's needs, contact the Contract Specialist cited below. NOTE: If
you request/receive a copy of the Navy's PD you will see that there are
3 types of shoes identified. The only type being sought under this
announcement is the Type I -- Conventional Goodyear Welt. This is the
only type that is acceptable/authorized by the Navy for issue to
recruits and shipboard use. If you have a product that you feel will
meet the Navy's reqmts and are interested in participating in a product
wear-test with the Navy, you are requested to submit one complimentary
pair of samples for each candidate -- one sample pair of men's and
women's dress shoes for each of your proposed candidates as well as one
sample pair of proposed candidates cut in half from the center of the
toe to the heel. NOTE: Wear test approval of your candidate(s) is now
reqd for Navy ftwr bag items in order for you to participate in future
competitive procurements. The results of the wear test will be a
determinative factor in deciding whether the firm will be a viable
competitor in a resultant acquisition for the safety shoes. When
submitting your candidates,you are also reqd to provide descriptive
literature as well as product unit price. A visual examination will be
performed on the samples submitted and if visually determined
acceptable an awd will be made for approx.320 prs. (combination of
men's and women's styles) which will be provided to Great Lakes Recruit
Training Center for an extensive wear test to determine acceptability
from a form/fit and function standpoint. Responses (literature and
