TECHNICAL AREAS FOR STUDY -- DARPA is soliciting abstracts and proposals from individual contractors and contractor teams in the following four topic areas: SAR Resolution Trade-Off Analysis; Model-Based Target Recognition from Radar Returns; Higher-Order Features for Target Recognition Using SAR; Model-Based Reasoning in a Distributed Computing Environment. GENERAL INSTRUCTIONS AND GUIDANCE -- Abstracts and proposals are to be prepared as web structures that will be either uploaded to a site supplied by DARPA, or provided on an approved fixed media. Approved fixed media are a single: CD-ROM; 100 Megabyte (Mb) Iomega Zip disk; or 3.5 inch High Density MS-DOS -formatted 1.44 Mb diskette. REGISTRATION -- Registration is absolutely required; however, completing a registration does not bind the registering entity to submit a proposal. Multiple proposals will require multiple registrations. See Proposers Information Package (PIP) at http://dtsn.darpa.mil/iso/baa9833/pip.htm for registration procedure. ABSTRACTS -- Abstracts are recommended, but not required. The abstract web structure must not exceed 5 Megabytes and 5 levels of hierarchy. PROPOSALS -- The home page of the proposal must provide access to the following four sections: (1) Technical Approach, (2) Organization and Personnel, (3) Statement of Work and Program Plan, and (4) Cost Proposal. When fully expanded, the proposal web structure must not exceed 20 Megabytes and 5 levels of hierarchy. BASIS FOR AWARD -- Proposals shall be evaluated against the following criteria, in order of importance: (1) Overall scientific and technical merit; (2) The qualifications of the offerer to perform the work; (3) The ability of the Program Plan to address the objectives of the proposed technical solution; (4) The realism of the proposed cost relative to the work to be performed. No other evaluation criteria will be used. DEADLINES -- The following deadlines will be strictly enforced: Registration -- 1500 EDT, 16 October 1998.Abstracts Due—1500 EDT, 26 October 1998. A briefing to industry for this BAA will be held from 0900 -- 1600 on 28 September 1998 in the auditorium at Ft. Belvoir, Arlington, VA. Registration information for this briefing is found in the PIP. Some of the activities under this BAA are subject to the International Trade in Arms Restrictions (ITAR). DARPA reserves the right to award procurement contracts, grants, cooperative agreements, or other transactions agreements for any, all, part, or none of the proposals received. Award of a grant, in lieu of a contract, to universities and nonprofit institutions will be considered and will be subject to the mutual agreement of all parties. Non-government advisors, who have signed appropriate non-disclosure and conflict of interest statements, may assist in the evaluation and review process. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to submit proposals and join others in submitting proposals. No portion of this BAA will be set aside for HBCU and MI participation due to the impracticality of reserving discrete or severable areas of research within the topic areas for this BAA. If required, offerers should apply the restrictive notice prescribed in the provision at FAR 52.215-12, Restriction on Disclosure and Use of Data, to trade secrets or privileged commercial and financial information contained in their proposals or abstracts.
