NASA/MSFC plans to issue a Request for Quotation (RFQ) for a High Temperature Coating Test for repair of the Reusable Solid Rocket Motor(RSRM). TASK DESCRIPTION This study will provide an assessment of possible coatings for improving/repairing wear surfaces of high strength D6ac steel and 7075 alloy with a T73 heat treat. The techniques are Wire Arc Spraying, High Velocity Oxygen Fuel (HVOF) Thermal Spraying, and Microplasma Transfer Arc (MOTA). Technological advancements in HVOF, Wire Arc, and MPTA have lead to improvements in coating qualities, coat densities, and available coating materials, the result being higher performance coatings. All testing and analysis of the coatings will be performed by NASA at MSFC. Rocketdyne, a Division of Boeing-North American, will provide a final report consisting of material compositions, coating parameters, applications techniques, and recommendations of coating feasibility for each material on the substrates involved. The period of performance shall be 180 days. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Boeing-North American, 555 Discovery Drive, Huntsville, AL. This sole source is based on FAR 13.106-2(5). The Government intends to acquire a commercial item using FAR Part 12. Interested firms have five days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the eight days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are acceptable in response to thisnotice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
