combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-05. This action is 100% set-aside for
small business. Standard Industrical Classification Code (SIC) 7629
applies. The small business size standard is $5.0 million. This will be
a performance-based procurement action. As defined in Federal
Acquisition Regulation 37.101, "Performance-based contracting," means
structuring all aspects of an acquisition around the purpose of the
work to be performed as opposed to either the manner by which the work
is to be performed or broad and imprecise statements of work". The
South Texas Veterans Health Care System (STVHCS), Kerrville Division,
3600 Memorial Boulevard, Kerrville, Texas 78028 has a requirement for
upgrading the existing freight elevator. It is anticipated that
upgrades should include replacement of cables, controls, governors,
hall & car fixtures, hoist-way wiring and switches, new door safety
system, selector, and new door operator. However, under the concept of
performance based contracting the STVHCS requires that the existing
Service Elevator be brought up to or made to exceed commercial
standards. Offerors proposal must provide a specific plan to ensure
these standards are met. The proposal must include methodology,
materials, labor and price. Award will be based on the best value to
the government. As defined in Federal Acquisition Regulation 2.101,
"Best value" means the expected outcome of an acquisition that, in the
Government's estimation, provides the greatest overall benefit in
response to the requirement. Federal Acquisition Regulation provision
52.212-1, Instruction to Offerors, applies, is incorporatedby reference
and has no addenda. Federal Acquisition Regulation provision 52.212-2,
Evaluation-Commercial Items, applies, is incorporated by reference and
has the following addenda. The following factors shall be used to
evaluate offers and are listed in descending order of importance:
price, technical experience of elevator firm, estimated time for
completion of work, and past performance. Technical experience,
estimated time for completion of work and past performance when
combined are of equal importance compared to price. Federal Acquisition
Regulation provision 52.212-3, Offer Representations and
Certification-Commercial Items, applies and must be completed by the
offeror. This provision is available by facsimile or by e-mail and
offerors must provide a completed copy with their proposal. Federal
Acquisition Regulation clause 52.212-4, Contract Terms and
Conditions-Commercial Items, applies, is incorporated by reference and
has no addenda. Federal Acquisition Regulation clause 52.212-5,
Contract Terms and Conditions Required to Implement Statues or
Executive Orders-Commercial Items, applies is incorporated by reference
and has no addenda. The following Veterans Administration Acquisition
Regulation clauses and provisions apply and are incorporated by
reference: 852.219-70, Veteran-owned Small Business, 852.270-4,
Commercial Advertising, and 852.233-70, Protest Content. Wage
Determination No. 94-2521, Revision No. 16, dated June 1, 1998 applies.
