for commercial services prepared in accordance with the format in
Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. Solicitation F09609-98-Q-0022
is hereby issued as a request for quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-5. The procurement is 100%
small business set-aside and will follow simplified acquisition
procedures in FAR Part 13. The applicable standard industrial code
(SIC) is 1795 with a size standard of $7.0M. The following nonpersonal
services are required: provide all labor, tools, equipment,
transportation and materials required to remove and dispose of various
building concrete pads, concrete slabs, power poles and associated
equipment, sidewalks and demolition of two (2) complete buildings, one
single story metal/wood frame building, and one single story wood
frame with wood siding as follows: CLIN 0001: Building 960, remove and
dispose of the following; approximately 56 cu. ft. of concrete slab
and approximately 40 sq. ft. of 12" cinder block. CLIN 0002: Building
961, remove and dispose of the following; approximately 56 cu. ft. of
concrete slab; approximately 40 sq. ft. of 12" cinder block; 50 sq. ft.
of 6" concrete pad; one (1) power pole with meter and approximately 300
ft. of associated communication and power lines by a qualified
electrician; cut and cap a 4" water line. CLIN 0003: Building 962,
remove and dispose of the following; approximately 56 cu. ft. of
concrete slab; 100 ft. of communication and power lines by a qualified
electrician; approximately 220 sq. ft. of asphalt; approximately 60
sq. ft. of 6" concrete pad. CLIN 0004: Building 963, remove and dispose
of the following; approximately 56 cu. ft. of concrete slab;
approximately 50 ft. of communication and power lines by a qualified
electrician; approximately 40 sq. ft. of 12" cinder block. CLIN 0005:
Building 1002, remove and dispose of entire single story metal building
with wood framing on concrete slab, approximately 1,085 sq. ft.
including all mechanical (boiler and duct) and electrical equipment
(miscellaneous panels and wiring) and chimney stack; remove and dispose
of the following associated items; 56 cu. ft. of concrete slab; five
(5) power poles and associated hardware; approximately 150 ft. of
communication and electrical lines by a qualified electrician; 150 sq.
ft. of 6" concrete pad; miscellaneous wood, metal signs, carpet,
street cones and street light. CLIN 0006: Remove and dispose of
approximately 425 ft. of standard 4' wide x 4" thick sidewalk. CLIN
0007: seed, fertilize and mulch all disturbed areas and maintain until
grass is well established. All quantities are estimated with +/- 10%
variance authorized. NOTE: CLINs 0001 through 0004 currently have
buildings on the slabs which will be removed prior to performance under
any contract resulting from this solicitation. The following additive
item will be considered for award based on available funding: CLIN
0008: Building 556, remove and dispose of the following: complete
single story, wood frame on concrete slab building, approximately 1,249
sq. ft. with 20 windows and 4 exterior doors, fiberglass shingles,
enclosed 100 sq. ft. wood porch with wood floor, and all bathroom and
kitchen appliances to include the following, kitchen cabinets, counter
tops and sink, bathroom tub, toilet and sink, and interior
miscellaneous electrical equipment including panels, hot water heater
and HVAC equipment; approximately 75 cu. ft. of concrete slab; a 6 1/2'
x 8 1/2' wood shed on side of the building. NOTE: Building 556 was
constructed in 1920. All painted surfaces are presumed to have
detectable levels of lead. Contractor shall protect workers in
accordance with OSHA Regulation 29 CFR 1926.62 Lead. Demolition debris
from similar facilities onDobbins ARB have been tested for TCLP lead,
and were found not to be hazardous waste. Building 556 exterior paint
sampled in 1993 for total lead resulted in 70,200 mg/kg total lead.
Period of performance is 90 days after notice to proceed. A site visit
will be conducted on Friday, 18 September 1998 at 9:00 A.M., at
building 812, Suite 106, 1538 Atlantic Avenue, Dobbins ARB, GA
30069-4824. Attendance is not mandatory, however, failure to attend
will not relieve bidders/offerors from responsibility for estimating
properly the difficulty or cost of successfully performing the work.
This will be the only site visit conducted to familiarize contractors
with the project. All interested parties should notify the Base
Contracting Office, 94 LG/LGC, by telefax at 770/919-5612 no later than
12:00 P.M., Wednesday, 16 September 1998 of their intention to attend.
The provision at FAR 52.212-1, Instructions to Offerors -- Commercial
Items, shall apply along with Defense FAR Supplement (DFARS)
252.204-7004, Required Central Contractor Registration (CCR).
Evaluation of quotes will be in accordance with FAR Clause 52.212-2,
Evaluation-Commercial Items, based on the total price of CLINs
0001-0007 and additive CLIN 0008 inclusive. All quotes shall include a
completed copy of FAR Clause 52.212-3, Offeror Representations and
Certifications -- Commercial Items. FAR Clause 52.212-4, Contract Terms
and Conditions -- Commercial Items, shall apply with addenda DFARS
252.232-7009, Payment by Electronic Funds Transfer (CCR). FAR Clause
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items, shall be incorporated into
any contract resulting from this notice. Applicable clauses cited in
52.212-5 are 52.222-26, 52.222-35, 52.222-36 and 52.222-41. The full
