Sources Sought Notice to locate qualified sources to provide support
services for assessing and assisting Federal agency records managaement
programs. The following information is provided to do a MARKET SURVEY
of industry to see if there are any potential contractors who have the
skills and knowledge required to complete this effort. This
announcement is NOT a formal solicitation and is NOT a request for
proposal. Availability of any formal solicitation will be announced
separately. This synopsis is for information and planning purposes ONLY
and is not to be construed as a commitment by the Govearnment. 1.
Background and Scope. This work is provided in support of the National
Archives and Records Administration (NARA) Life Cycle Management
Division (NWML). NWML has responsibility for assessing and assisting
Federal agency records management programs through a process of
evaluation, training, and review of agency submissions. The contractor
will provide support services to assist NWML in developing and
maintaining existing information management systems; maintaining the
NARA records management web site; collecting information and performing
research; preparing graphical presentations and published reports; and
assisting with training programs. Contractor staff will require
specific expertise in administrative/clerical support services, MS
Access programming and database maintenance, data entry, research and
information collection, HTML mark-up, training, technical writing and
editing; and preferably Federal records management. 2. Sub-tasks. The
contractor will provide the following support services: a. Developing
and maintaining existing information management systems. These systems
are now either operating under or will soon be converted to MS Access;
they include Baseline Assessment, Status, and Information System
(BASIS); Control and Tracking System (CATS); NWML Mail (NIMAIL); WNRC
Information Tracking System (WITS); and other tracking and management
systems. Work will include recommending enhancements to systems; MS
Access programming and design; migrating and converting data (dBase IV
to MS Access); developing systems documentation, procedures, and user
guidesl and assisting in reviewing and meeting system security and
audit needs. Contractor will also assist in developing a World Wide Web
interface for the BASIS sy;stem to enable data sharing and input.
Estimated annual hours:300-600. b. Research and information collection.
These acativites will relate to dey NWML initiatives. Work will include
supporting core NWML responsibilities to review Requests for Records
Disposition Authorities (SF 115) and conduct other projects and studies
relating to records management. Contractor staff will be expected to
distribute questionnaires and other information packages to Federal
agencies; review agency submissions for completeness and accuracy;
follow up wiath agencies as necessary to obtain or clarify information;
gather information from NARA ;units and review internal NARA
information sources and data bases; and prepare summary information for
NWML staff review of agency submissions. Other work will include
monitoring temporary commissions, committees, councils, task forces,
and boards and assisting NWML staff in arranging for proper records
disposition. Estimated annual hours:1,8800-4,000. c. Preparing
graphical presentations, published reports, and documents for the
WorldWide Web. Contractor will assist in developing presentations using
MS PowerPoint and other related tools, and will also assist with desk
top publishing activities. Work will also consist of Hypertext Mark-up
Language (HTML) coding according to requirements for posting to the
NARA web site. Activities will also include coordinating with NARA
staff in the development and review of documents and other information
products for posting to the web site. Estimate annual hours:500-1,500.
d. Assisting with training activities. This activity will cover
preparation and distribution of course material, development of flyers
and other marketing products, and setting up conferences and meetings.
Work may also include provision of instructors for specific classes,
briefings, and other training vehicles, including training for NARA
