COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 9,1998 PSA#2176P -- SHIP SCRAPPING The Naval Sea Systems Command (NAVSEA) is providing
an invitation for industry to conduct ship inspections on inactive
conventionally-powered Navy warships scheduled for scrapping. These
ship inspections are offered prior to release of a competitive
solicitation for a Ship Scrapping Pilot Project (SSPP). The purpose of
these inspections is to provide industry an opportunity to assess the
scope of work required to dismantle the ships and remediate hazardous
waste. The solicitation statement of work will set forth the
Government's requirements. Ship inspections will begin September 30,
1998 and continue until the proposal due date. To arrange for a ship

96797-3272. Bidders must identify the names, social security numbers,
and employers of each individual at least 24 hours or one working day
in advance of the date of inspection. Inspection dates exclude
Saturdays, Sundays, and Federal/National Holidays. Hours for
inspections are 8:00 AM to 3:00 PM, local time. Since the current
acquisition strategy requires pricing ships by class, from both an East
and West Coast lot, interested parties need to familiarize themselves
with the differences in ship classes and possible cost impacts
associated with each. A complete list of each lot by hull number and
location, along with background information concerning the SSPP
acquisition strategy, isavailable on the NAVSEA contracts web site at
www.contracts.hq.navsea.navy.mil under information documents. Ship lots
may change prior to solicitation release. Ship documentation will be
available at the respective NISMFs for industry review. Ship
inspections shall be conducted solely at contractor expense. Reasonable
environmental sampling may be conducted provided that regulatory
controls are followed on the handling of sample materials, and that the
sampled areas on board the ships are resealed by the sample taker. The
Government will provide escorts during ship checks. The Government
will not fund any costs associated with traveling for the purpose of
