mszathmary@bsda.org. The Bi-State Development Agency (BSDA) of the
Missouri-Illinois Metropolitan Area (the "Agency") is hereby soliciting
information for potential sources to maintain, operate and administer
freight service on behalf of the Agency to customers along the BSDA
Railroad between Newstead Avenue and Grand Avenue in St. Louis, MO, a
distance of approximately 1.4 miles. This potential five-year contract
consists of the following: 1)Furnishing a locomotive equivalent to an
EMD WS-6, including fuel, supplies and maintenance. 2)Maintaining
trackage to Federal Railroad Administration Class 1. 3)Providing all
labor to operate the system and coordinate with customers.
4)Interchange customer freight traffic with railroads. 5)Utilize
freight cars in accordance with all existing rules and regulations. 6)
Provide payments for the use of freight cars. 7) Repair freight cars
and locomotive as necessary in accordance with applicable rules and
regulations. 8) Properly handle and coordinate Bills of Lading.
9)Publish and defend tariff forms in the name of the Agency. The
current contract for Agency Rail Service Operations expires on June 15,
1999. The incumbent contractor is Railroad Switching Service of
Missouri/Ironhorse Resources, Inc., 102 Willow Drive, O'Fallon, IL
62269, (618) 632-4400. The Agency Rail Service Operations Contractor
may be required to interface with MetroLink operations. Prior to
interfacing with any aspect of the Agency's MetroLink operation, the
Rail Service Operations Contractor shall be required to satisfactorily
complete an annual qualification course provided by the Agency before
being allowed on or near (within 15 feet) the track. Interested
offerors/contractors having the capabilities to meet the above
requirement should submit a capability statement of 5 pages or less
indicating the ability to perform all aspects of the effort described
