The Operational Contracting Division intends to award a purchase order for the lease of a Elevating Scraper, on a monthly basis for a six month period. This acquisition is 100% set aside for small business. This is a combined synopsis/request for quotes. This announcement constitutes the only solicitation; proposals are being requested and a separate solicitation shall not be issued. This solicitation number, F29650-98-Q9117, is being issued as a request for quotes. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-4. The objective is to receive quotations for the monthly lease of a fully service/maintain dozer with the option for the Government to own the equipment. Contractor shall accomplish the following: Contractor shall provide all labor, parts, tools, and transportation necessary to deliver and fully service an elevating scraper, 22 cubic yards (cy) 623E or equal. Effective FY99, vehicle/equipment should be fully serviced and delivered to and from Kirtland AFB. Contractor to provide maintenance as required, also replacement if equipment is unserviceable for any length of time. This is a one year lease. New Mexico Gross Receipts Tax is required to be included in the offer. The Government will evaluate quotes in response to the solicitation without discussion and will award a purchase order to the responsible bidder whose bid, conforming to the solicitation, is most advantageous to the Government considering only price.
