for commercial item prepared in accordance with the format in FAR
subpart 12.6 as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation.
DADA10-98-Q-0747 is issued as a Request for Quotations (RFQ) and a
portion is subject to the availability of funds. The solicitation
document and incorporated provisions and clauses are those in effect
through the Federal Acquisition Circular 97-4. The solicitation is set
aside for small businesses. The applicable Standard Industrial
Classification (SIC) code is 2899, and related small business size
standards is 500 employees. DESCRIPTION: Non-Personal Service. The
contractor shall provide all personnel, material, equipment,
transportation and supervision to provide soil stabilization, dust, and
erosion control treatment using a commercial product called
"soil-sement" (Polymer Emulsion) on eleven (11) designated training
areas access-egress trails, roadways, tent pads, assembly areas, and
the combat assault landing strip and taxi ways. The project shall
consist of two phases. Initially, the contractor will mix and apply the
soil treatment to the designated locations. The second phase will be a
"turn-key" operation for designated sites which will be subject to
availability of funds. The Integrated Training Area Management (ITAM)
office will determine the priority order for application of the soil
treatment. The project area is the Camp Bullis Training Site, Camp
Bullis, TX. For those contractors desiring to visit the site location,
a site visit is schedule for 9:00 A.M. 17 Sep 98. Potential contractor
must notify Mr. Copeland at 210 221-4155 if they intend to visit the
site. The site will be accessible only at this specified time.
Potential contractor will meet at Building 5902, Integrated Training
Area Management Office, Camp Bullis, TX. The following listing
designates the location and approximately the area size. Item 0001
(phase one) Camp Posey (C4) road, approximately 94,040 square feet;
Camp Posey (C4) Tent/Pads Assembly area, approximately 74,000 square
feet; Camp Posey (C4) Landing Zone -- bivouac site, approximately
20,000 square feet; cowgill Road, approximately 84,480 square feet;
Middleton Road, approximately 337,920 square feet; County Road
(Middleton-Lewis Valley), approximately 84,800 square feet; Miami Road,
approximately 57,024 square feet; Lundy's Lane, approximately 114,048
square feet; lewis valley road, approximately 552,720 square feet. Bid
as one lump sum, one (1) JB. Item 0002 (phase two) County Road (Lewis
Valley -- Malabang), approximately 264,000 square feet and Combat
Assault Landing Strip and Taxi Ways, approximately 288,000 square feet.
Bid as lump sum, one (1) JB. Item 0002 is subject to availability of
funds. Delivery is to FOB destination, Camp Bullis, TX. Performance
period is from 1 Oct 98 through 15 Dec 98. Bidder must quote on item
0001 and 0002. If you plan to furnish a product other than requested in
the description, the contractor shall provide all technical information
concerning the product for evaluation with the offeror. Items otherwise
equal may not satisfy the requirement due to difference in composition
and environmental applications, etc. This solicitation includes the
provisions FAR 52-212-1, Instructions to Offerors-Commercial Items; and
FAR 52-212-2 Evaluation Commercial Items, considering price, technical,
and past performance history. Offeror must complete copy of provisions
at FAR 52.212-3 and DFARS 252-212-7000, Offeror Representations and
Certifications -- - Commercial Items, prior to award. The clauses at
52-212-4 Contract Terms and Conditions-Commercial Items apply to this
RFQ and any resultant contract. The FAR clause 52-212-5 Contract Terms
and Conditions-Required to Implement Executive Orders-Commercial
Items, including as checked clauses: b(6), b(7), b(9), b(9), c(1),
c(2), c(4). FAR 52.237-1 -- Site visit, and DFARS 52-212- 7001,
Contract Terms and Conditions required to Implement Statutes or
Executive Orders Applicable to Defense Acquisitions of Commercial
Items, including as checked the clause 252.233-7000 Certification of
Claims and Request for Adjustment or relief, DFARS Clause 252.104-7004,
"Required Central Contract Registration". As of 31 May 1998, all
contractors wishing to do business with the Department of Defense are
required to be registered in the Central Contractor Registry. It is the
offeror's responsibility to register and/or confirm that all
information in the registry is accurate and complete. Any offeror that
is not registered of whose information in the registry is incorrect
