BRU 46-8 Ejector Unit is contemplated for release within 60 days to
fulfill a need for Government Furnished Property for the BRU-57 Smart
Bomb Rack (formally called the BRU-55A/A). One sole source award is
contemplated to EDO Marine and Aircraft Systems Corporation (EDO), 1500
New Horizons Boulevard, North Amityville, NY 11701-1130 (See numbered
Note 22). EDO is the only known qualified source to perform this effort
(CAGE code 82340), P/N 116200-6. The contract will be a basic with two
options for approximately 1000 units. The Federal NSN is
1095-01-365-4669. This acquisition is for supplies for which the
Government does not possess complete, unrestrictive, validated
technical data; therefore, the Government intends to solicit and
contract with only approved sources under the authority of 10 U.S.C.
2304 ( c) (1) and negotiate with only one source under the authority of
FAR 6.302-1. Approved sources are: EDO Corp. The small business size
standard is 1000 employees. An Ombudsman has been appointed to hear
concerns from offerors and potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the Contracting Officer, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. All potential
offerors should use established channels to voice concerns before
resorting to the use of the Ombudsman. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the selection decision. Interested parties should direct all routine
