This announcement effectively cancels and replaces the same subject release of 5 May 98. The Naval Air Systems Command intends to issue a full and open competition procurement for a new Cryptographic Improvement Program for the Navy E-6B aircraft. The Navy E-6B program will consist of 16 aircraft. The program will integrate the capability provided by two additional KG-84's, and two Advanced Narrowband Digital Voice Terminals (ANDVTs) Cryptographic equipment with Mixed-Excitation Linear Predictive (MELP) voice encoding into the mission avionics suite to meet current communications requirements. This program is planned to be conducted in two phases. Phase I will integrate two KIV-7s', two KY-100s', MELP signal processing hardware and associated control functions into the existing E-6B communications suite. Phase II will require a fully integrated, open system architecture design to replace multiple onboard cryptographic devices to interface with onboard avionics systems which include the Mission ComputerSystem and the Digital Airborne Intercommunication System (DAISS). The DAISS system internal software architecture is utilized to transfer information to the program's additional ANDVT cryptographic equipment. This particular portion of the modification effort is planned to be executed as a directed subcontract to the designer of the Navy E-6B aircraft DAISS.
