synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). Item 1: Model No.
333B Modal Array Shear ICP Accelerometer or equal, 100 mV/g, 1-1000 Hz,
modular 3-pin mounting, 4 gm. Weight with the following salient
features: 3-pin modular mounting system, hermetically sealed
electronics, annular shear sensing elements. Annular shear sensing
elements are required for good transient temperature response and shock
survivability. Modular wiring design greatly simplies
large-channel-count modal tests. Allows unique identification (on/off)
of attached sensor at front panel of signal conditioner 100: Item 2:
Model 080B37, or equal, 25-ft-long, 3-pin mounting socketfor use with
Model 333B accelerometer with the following salient features: Modular
wiring design, which greatly simplies large-channel-count modal tests.
Allows unique identification (on/off) of attached sensor at front
panel of signal conditioner- 100 each: Item 3: Model 070C21, or equal,
16-channel input patch panel, 16 IDC s to one 50-pin connector, for
use with Model 080B37 3-pin mounting sockets and Model 333B
accelerometers with the following salient features: Modular wiring
design, which greatly simplies large-channel-count modal tests. Allows
unique identification (on/off) of attached sensor at front panel of
signal conditioner 7 each: Item 4: Model 481A, or equal,
Computer-controlled 16-ch ICP Signal Conditioner with the following
options: Option -013: Selectable discharge time constant (2 & 10 secs);
Option -035: Programmable gain of x1, x10, x100; Option -- -057:
Progammable low pass filter, 8th order elliptical, 2 Hz to 20 kHz with
at least 256 steps; Option -101: Computer interface, RS 232 & RS 485;
Option -102: Memory default; Option -103: Front panel LCD and keypad
with the following salient features: Must be controllable using
existing NASA-developed, PC-based LabVIEW software. This existing
software was developed at considerable expense and is used regularly to
control 20 existing PCB Model 481A signal conditioners. The 5 new
signal conditioners will be added to this set of 20 existing PCB Model
481A signal conditioners, for a total set of 25. Therefore, brand name
or fully equal items are required to permit all 25 units to be operated
simultaneously and compatibly in future large tests- 5 each: Item 5:
Model 009K10, or equal, shielded multiconductor ribbon cable, 10 ft.
long, 37 pin connector to 16 BNC plugs with the following salient
features: Shielded multiconductor ribbon cable, connects Model 481A
signal conditioner to existing data acquisition system with BNC
connectors each: Item 6: Model 288DXX ICP, or equal, impedance head,
force/acceleration, 20 mV/lb (250 lb range), 100 mV/g (50 g range) with
the following salient features: Precision 100 mV/g shear mode ICP
accelerometer inside a 20 mV/lb ICP force ring for true collocated
driving point measurements 2 each: Item 7: Model 002C30, or equal,
white coaxial Teflon cable, 30 ft., 10-32 plug to BNC plug with the
following salient features: Coaxial Teflon cable, connects Model 288DXX
impedance heads to signal conditioner 4 each: Item 8: Model 370A02, or
equal, 100 mV/g capacitive accelerometer with corresponding Model
445A101 signal conditioning system and Model 010AY050AY 50-ft cable
with the following salient features: Hermetically sealed, 100 mV/g
sensor operates from excitation voltage of 16 to 28 VDC, frequency
range of 0-300 Hz, shock protected to 5000 g's 6 each Note: All model
numbers are PCB (The Modal Shop) model numbers. Brand name or fully
equal items are required. The provisions and clauses in the RFQ are
those in effect through FAC 97-06. This procurement is a total small
business set-aside. See Note 1. The SIC code and the small business
size standard for this procurement are 3829 and 500 employees,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery to NASA Langley Research Center is required within 30 days
ARO. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Quotations for the items(s) described above may
be mailed or faxed to the identified point of contact [or bid
distribution office, by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:
http://procure.arc.nasa.gov/Acq/Standard_Forms/Index.html to submit a
quotation. Quoters shall provide the information required by FAR
52.212-1. Please note that payments are to be made by electronic funds
transfer, accordingly, you must provide the mandatory information for
electronic funds transfer with your representations and
certifications. Failure to provide this information may delay or
prevent the receipt of payments through the Automated Clearinghouse
Payment System. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. Addenda to FAR 52.212-4 are as follows: 52.211-17,

52.222-37, 52.225-3 Questions regarding this acquisition must be
submitted in writing no later than September 21, 1998. Quotations are
due by 4:30 p.m. local time, September 24, 1998, to the address
specified above. Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
responsibility to monitor this site for the release of amendments (if
any). Potential quoters will be responsible for downloading their own
