McConnell, contracting officer (919)541-3813 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is being issued as an Invitation for Bid, #273-98-B-0020. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-06. This requirement is being announced as a Small Business Set Aside. The Standard Industrial Classification Code is 2813 and the small business size standard is 1,000. The IFB line items are as follows: (1) Installation of a 6,000 Gallon Vessel; (2) Initial Award Year (twelve months): (a) Rental and Maintenance of 6,000 Gallon Vessel and (b) Provide Liquid Nitrogen at an Estimated Quantity NTE 800,000 cubic feet per month; (3) First Option Year (twelve months): (a) Rental and Maintenance of 6,000 Gallon Vessel and (b) Provide Liquid Nitrogen at an Estimated Quantity NTE 800,000 cubic feet per month; (4) Second Option Year (twelve months): (a) Rental and Maintenance of 6,000 Gallon Vessel and (b) Provide Liquid Nitrogen at an Estimated Quantity NTE 800,000 cubic feet per month; (5) Third Option Year (twelve months): (a) Rental and Maintenance of 6,000 Gallon Vessel and (b) Provide Liquid Nitrogen at an Estimated Quantity NTE 800,000 cubic feet per month; (6) Fourth Option Year (twelve months): (a) Rental and Maintenance of 6,000 Gallon Vessel and (b) Provide Liquid Nitrogen at an Estimated Quantity NTE 800,000 cubic feet per month; (7) Potential Grand Total Amount. NIEHS is interested in procuring the installation and rental and maintenance of one bulk nitrogen vessel (6,000 Gallon) at the NIEHS Government-provided pad for operation in Building 101 and MRI facility of NIEHS and the replenishment of Liquid Nitrogen gas to the bulk tank at an estimated consumption of NTE 800,000 cubic feet per month for a base contract year and possible four optional renewal years. The Contractor is to provide Liquid Nitrogen gas in an adequate pressure and adequate quantity to have an operating pressure at the point of use of not less than 100 psi. The gas is to be distributed from the Government constructed concrete pad at the North side of F Module of Building 101, from the Contractor provided storage tank, and the Contractor's associated equipment, to the gas Nitrogen distribution system into each gas cylinder manifold room for Building 101. Manifold rooms are located at C dock, F dock, and the MRI Building. The Contractor is to deliver and place the supply/storage tank FOB Destination Within Consignee's Premises and make necessary connections to the piping at the pad site for full operation. Installation and commencement of service is to take place within six weeks of contract award. A pre-solicitation site visit is scheduled for Monday, September 14, 1998, at 10:00 a.m. at the NIEHS Building 101 Conference Room D350, 111 T.W. Alexander Drive, Research Triangle Park, NC.
