solicitation/synopsis for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number USSS980034 is
issued as a Request for Proposals (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-06. This action is a 100% small
business set-aside. The SIC code is 5045 computer Equipment,
Peripherals and Software, and the small business size standard is 500.
The U.S. Secret Service has a requirement to purchase seventy (70)
Gateway Notebook computers, no substitutions will be accepted, with the
following specifications: 14.1" XGA Active Matrix TFT Color Display;
Intel 266MHz (or higher) Pentium II Processor with 512Kcache; 128 MB
SDRAM expandable to 192MB 64-Bit 2D/3D Graphics Accelerator with 4 MB
SGRAM Video RAM ; USB Port; Zoomed Video and CardBus Support; NTSC/PAL
Video Output & Input; MIDI/Game Port; 8GB Ultra ATA Removable Hard
Drive (sub 15ms access time); Internal DVD Decoder; Modular Combo Drive
w/3.5" Floppy Disk and DVD II Drive; Port Replicator; External Battery
Charger; 16-bit Wavetable Sound & Stereo Speakers; PCMCIA Modem for
Windows with 2x Technology (at least 56K); Two 12 cell 60 WHr Lithium
Ion Batteries & AC Pack; 88 key MS Windows 95 Keyboard; EZ Pad pointing
devise; Deluxe carrying case; McAfee Anti-virus Software; Microsoft
Windows 98; MS Office 97 Pro with Bookshelf on CD; Laplink, Microsoft
Vidcap; 3-year Extended Warranty; Combo Ethernet PCMCIA Network Card;
and Additional 8 Gb Hard Drive. Delivery and acceptance shall be within
30 days of receipt of contract. Delivery shall be FOB Destination, to
the U.S. Secret Service, 1800 G Street NW, Room 942, Washington, DC
20223. The following FAR provisions are applicable to this RFP: FAR
52.212-1, Instructions to Offerors -- Commercial;. FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items; FAR
52.212-4, Contract Terms and Conditions -- Commercial Items; FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
Or Executive Orders -- Commercial Items. Offerors must include a
signed copy of the Representations and Certifications with their
offers. Copies of the Representations and Certifications are available
online at either www.farsite.hill.af.mil or GSA's web page at
www.arnet.gov/far. The contracting officer will not accept telephone
call requests for copies of the FAR provisions. The Government intends
to award a firm fixed price contract to the offer whose proposal,
conforming to the specification will be the most price advantageous to
the Government. All responsible small business sources may submit a
proposal which will be considered by the USSS. All offers, which shall
include the price proposal and signed copy of the Representations and
Certifications, shall be mailed to the U.S. Secret Service,
Procurement Division, 1310 L Street NW, Suite 730, Washington, DC
20223, Attn: K.S. Wilson, no later than 12:00 p.m. Friday, September
18, 1998. Award is anticipated within thirty (30) days of receipt of
