The government intends to purchase on a sole source basis the following items manufactured and provided only by TLDworks, Inc. of Torrance, California: (1) Re-instatement of existing Sparc/SunOS TLD ADA Compiler System License U96046 purchased in 1996 from TLDworks Inc. to include On-call maintenance support in accordance with the manufacturer's software and maintenance support agreements for the period 05 November 1996 through 31 December 1998 (1 lot); (2) On-call maintenance support for Sparc/SunOS, TLD ADA Compiler System in accordance with the manufacturer's software and maintenance support agreements for the period 01 January 1999 through 31 December 1999 (1 year); (3) TLD ADA Compiler System License, Sun Solaris Version with a three month warranty (1 each); (4) On-call maintenance support for Sun Solaris TLD ADA Compiler System in accordance with the manufacturer's software and maintenance support agreements for the period 01 January 1999 through 31 December 1999 (1 year). The TLD licenses provide a fully bundled software support package comprising of: an Ada Cross-Compiler, Macro-Assembler, Embedded Computer Linker, Ada Library Manager, Symbolic Debugger and Environment Simulator providing an identical interface for both hardware and simulated execution, several object module utilities, an automatic documentation tool (TLDaid), a royalty-free Run Time System including source, and user documentation. The above items must be Year 2000 compliant and the contractor shall provide written documentation addressing this issue. The Sensor Controls Systems Branch at the Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia (NSWCDD) purchased a TLD ADA Compiler System in November 1996 in support of the deployed AN/SPY-1 firmware programs without the maintenance and support. Item (1) above is to bring the 1996 Ada SunOS compiler current and up to date with all updates, to make it functionally equivalent to the current 1998 version. Item (2) is to cover the maintenance support for the next year. Item (3) is a new TLD ADA Compiler System which must be equal to and compatible with the original item and item (4) covers the maintenance and support for the next year for that item. This will provide the government with an updated Ada compiler program and on-call vendor support during activation of the Firmware Facility at NSWCDD. The Ada compiler must be compatible with the Sun's most current operating system, Solaris. Lockheed-Martin in Moorestown, NJ has been using Unix based Sun workstations and Ada language compiler programs purchased from TLDworks, Inc. to develop and maintain firmware programs currently associated with the Aegis AN/SPY-1 radar system. These Ada compilers must be completely compatible with those being utilized by Lockheed-Martin. To ensure full compatibility with the currently deployed AN/SPY-1 radar firmware programs and allow the Government to fully meet its firmware maintenance support objectives, it is vital that the Government procure and use the same Ada Compiler program from TLDworks, Inc. that Lockheed-Martin is currently using to develop those programs. The contractor shall provide their software license and maintenance support agreements with their quote. Award is to be made under Simplified Acquisition Procedures on an all or none basis.
