synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with the additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This solicitation, F14614-98-Q0012, is
being issued as a Request for Quote (RFQ). The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-5. This is an unrestricted
solicitation. The Standard Industrial Classification is 7342, with a
small business being one with 500 or fewer employees. There is one
Contract Line Item (CLIN). CLIN 0001: Fot the basic period of 1 Oct 98
to 30 Sep 99. CLIN 0002:For the first option year, the period 1 Oct 99
to 30 Sep 2000. CLIN 0003: For the second option year, the period 1 Oct
2000 to 30 Sep 2001. The contractor shall provide all personnel,
equipment, tools, materials, supervision and other items and services
necessary, to provide a complete bird control program to McConnell AFB
KS. This program shall include, but not be limited to, the use of
trained birds of prey, bird dog, pyrotechnics, traps, pellet gun,
shotgun, and Bio Acoustic Bird Scaring System (BABS). These services
shall be performed from one half hour before sunrise to one half-hour
after sunset, local time, Mon. through Fri., excluding federal holidays
and Wing down days. The contractor shall be available on weekends and
down days when needed for severe bird conditions or emergency
operations. Constant radio contact will be maintained with McConnell
Air Traffic Control Tower and Airfield management. The contractor shall
provide at least two Falconers licensed with the US Fish and Wildlife
Service. One of these Falconers must be licensed as a Master Falconer
by the USFWS. Copies of licenses and resumes shall be included in the
proposal. The contractor shall provide a team of at least six trained
birds of prey. These shouldinclude at least three Saker Falcons or
Lanner Falcons for flying during hot weather. The contractor shall
provide all equipment, perches, and food necessary to maintain the
birds' healthy condition. The contractor shall provide a four-wheel
drive vehicle for use on the airfield. The vehicle shall be equipped
with BABS. The contractor shall provide one fully trained dog for
finding birds by scent in vegetation. The dog should be accustomed to
airfield surroundings. The dog must be under complete control at all
times. The contractor shall provide and use pyrotechnics for harassing
birds. The contractor shall also provide a pellet gun and a
twelve-gauge shotgun/ammunition, for depredating unprotected birds. The
contractor shall comply with all weapons/explosives safety regulations
(transportation, storage, and usage). The contractor shall provide
various types of traps for humanely catching birds for depredation
and/or relocation. The contractor shall provide traps suitable for
removing birds from hangers, catching flocking birds, and catching
geese capable of flight. The Government shall provide: 1. A secure,
enclosed staging area (approximately 500 square feet) for storing
equipment, bird care, and office space. An outdoor area adjacent to the
office area will be provided for mews, etc. 2. Two hand held radios for
Tower contact. The provisions of FAR 52.212-1, "Instructions to
Offerors Commercial Items", applies to this acquisition. The Government
intends to evaluate offers and award a contract without discussions;
therefore, qualified contractors should submit a quotation with the
best possible price. Provisions at FAR 52.212-2. "Evaluation Commercial
Items," apply to this order. The following factors shall be used to
evaluate offers: price alone. Offerors shall include a complete copy of
the provision at FAR 52.212-3, "Offeror Representations and
Certification Commercial Items" with quote. The following provisions
apply to this solicitation: DFARS 252.204-7004, "Required Central

Department of Labor Wage Determination 94-2215 Revision 9 will apply.
This procurement is assigned a defense Priority rating of S10. Quotes
shall be submitted in writing to the 22nd Contracting Squadron, to the
attention of Jane A. Combs, address above, no later than 4:30 p.m.
