It is the intent of the National Institutes of Health (NIH), Office of the Director, Office of Extramural Research (OD/OER) to procure on a sole source basis federal health research and development survey services from Quantum Research Corporation (QRC), 7315 Wisconsin Avenue, Suite 400 W, Bethesda, Maryland 20814 to assist with redesigning the database and updating the data collection methodology. This survey collects data on Federal obligations for the conduct of biomedical, health service, and other health-related R&D, and support for health R&D facilities. This data, together with those for other sectors, constitute the only consistent time series on the Nation's support for medical and health-related research and development. This survey will be a continuation of work previously procured under the contract mechanism and in direct relation to other surveys performed by QRC using the same definitions and concepts. This survey will be conducted via the Internet, using World Wide Web-based data entry, editing, validation, monitoring, and reporting system. QRC has current and substantial experience with the Federal Health Survey and Web-based data collection efforts, including conducting the National Science Foundation's analog to the Federal Health Survey, the Survey of Federal Funds for R&D. The NIH will directly benefit from QRC's experience in the recent conversion of the National Science Foundation (NSF) Survey of Federal funds for R&D to Web-based data collection system. QRC has pioneered Web-based data collection in support of program monitoring and program evaluation activities at the NSF for the Graduate Research Traineeship (GRT) Program, the Collaborative for Excellence in Teacher Preparation (CEPT), the Engineering Research Centers (ERC) Program, the Industry/University cooperative Research Centers Program (I/UCRC), the Alliances for Minority Participation (AMP), and the Educational Systemic Reform (ESR), among others. Based on QRC's unique experience and expertise in assisting with previous surveys, QRC is the only source that can successfully provide the required assistance within the time constraints.
