synopsis/solicitation for commercial services prepared with the format
in Subpart 12.6, as supplemented, with additional information included
in this notice. This announcement constitutes the only solicitation.
Quotes are being requested. A written solicitation will not be issued.
Faxed quotes are preferred. Mailed quotes will be acceptable. Deadline
for quotes is 21 Sep 98. This solicitation documents and incorporates
provisions and clauses in effect through Federal Acquisition Circular
97-06. This solicitation is set-aside for small businesses only. FAR
Provisions 52.212-1 and 52.212-2, with no addenda. Offerors are
required to complete and fax/mail FAR 52.212-3, Offeror Representations
and Certifications -- Commercial Items, with their quote. Offerors are
required to register with the Central Contractor Registry prior to
award at 888/227-2423 or http://ccr.edi.disa.mil. Defense priorities
and allocations system rating S10 applies to this acquisition. The
Government anticipates award of a firm-fixed-price purchase order.
STATEMENT OF WORK: (1 Oct 98 -- 30 Sep 99) Contractor shall provide
site monitor services at a Distance Learning (DL) satellite downlink
site in accordance with specific guidance from the Education Services
Officer or designee, established directives, and requirements listed
below. The contractor shall ensure a quality educational environment is
maintained at all times. The contractor must maintain a close and
continuing contact with the Education Center staff to ensure a high
degree of professional understanding, cooperation, and liaison
supportive to the mission of the Flight. 1. Minimum Experience:
Contractor must have a minimum of one year experience providing
education or training to adults. Experience working with audio-visual
equipment and computers is preferred but not required. Experience
working with teleconferencing equipment is desired but not required. A
high school diploma or GED equivalency certificate is required but
college level education is preferred. 2. Definition of Session: A
training session normally, but not always completed within four hours,
i.e., 0745-1145 or 1300-1700, including receipt, storage, inventory
and mailing of all training materials as well as scheduling,
enrollment, and student administration. Set-up for the sessions may
begin as early as 0700 and as many as 10 sessions may occur during one
week. 3. Contract to be on a call basis. US Government payment for
each session called for and satisfactorily delivered will be made at
the agreed session price provided a minimum of one course is scheduled
to be conducted during the session. Calls for sessions may be made
informally by the Education Services Officer, canceling calls a minimum
of 12 hours in advance when less than one course is scheduled. 4.
Requirements: a. Equipment (1) Sets up classroom(s) equipment for use
for satellite, video, computer-based or resident instructor delivery
methods a minimum of one-half hour prior to beginning of each scheduled
broadcast. (2) Establishesaudio connection and ensures monitor is set
accurately prior to start of scheduled broadcast. (3) Ensures all
equipment is working correctly. Maintains a log of equipment
malfunctions. Arranges for service/repair of equipment with appropriate
agencies. (4) Monitors each complete broadcast and as it occurs,
reports audio or video problem to origination site. (5) Provides
equipment and classroom procedures orientation to students and, if
available, course facilitator(s) not later than the first class
meeting. (6) Records and maintains video recordings of instructional
programs for student review. (7) Ensures equipment is secured. b.
Facilities (1) Opens and locks classroom(s). (2) Ensures classroom(s)
is set up to accommodate scheduled student load. (3) Ensures classrooms
are neat, orderly, and clean before and after sessions. (4) Informs ESO
of facility problems requiring repair. c. Scheduling, Enrollment, and
Student Administration (1) Pre-Broadcast (a) Conducts orientation to
include explaining building/classroom procedures and the use of the
equipment, discussion of schedule, and to encourage student
participation. (b) Takes attendance. (c) Completes class roster and
forward to appropriate offices. (2) During Broadcast (a) Monitors
students. (b) Assists course facilitator(s) and students in resolving
equipment and student materials problems. (3) Post Broadcast (a)
Administers student attrition survey, makes recommendation on retention
when needed, and forwards to appropriate office. (b) Administers
student critique and forwards to appropriate office. (c) Distributes
end-of-course surveys. (d) If required, assists test examiner to
administer assessment instruments. (e) If required, assists test
examiner to score assessment instruments. (f) Mails all materials to
course director or origination site. (g) Distributes course completion
certificates or diplomas. d. Support Materials Distribution and
Collection: 1. Distributes course materials, as required, to students
and facilitator. 2. When required by ESO, maintains a log of course
