The Division of Acquisition Management has a sole source requirement for the Office of Communications and External Liaison, CSAT, SAMHSA, to develop, produce, disseminate, and evaluate nationally distributed radio spots (in Spanish) that will educate Latino youth and adults of the dangers of alcohol abuse and provide information on resources and treatment options for listeners in the Washington DC area. The project involves: convening two focus groups to identify critical themes; producing seven spots per week during holidays and special occasions; developing spot placement report documentation; establishing a Washington, DC metro area bilingual (English and Spanish) alcohol information telephone line; establishing a local community resource inventory of materials and other service referral options to use with the information telephone line; and generating listener tracking reports based on calls received. The Government knows of only one source, the Latino Council on Alcohol and Tobacco, Washington, DC, which can fulfill this requirement. If firms believe they can fulfill this requirement also, then they must identify and submit their capability, in writing, by providing clear, convincing, and complete data, within 15 days from the date of this publication to the attention of Marc L.
