COMPARISON: THIS IS NOT A NOTICE OF RFP ISSUANCE. The 88th Civil
Engineer Group, Wright-Patterson AFB, OH, anticipates a compitive
acquisition for services to provide for the management and operation of
engineering and construction efforts within the Engineering Division
(88 CEG/CEC); for management, operations and accountability of computer
systems, real property, human resources and financial activities within
the Resources Division (88 CEB/CER); operational readiness and
deployment within the Readiness Division (88 CEG/CEX) Wright-Patterson
Air Force Base, OH. This is part of a Government cost comparison to
determine whether accomplishment of the specified work under contract
or by Government performance is more economical. If Government
performance is determined to be more economical, this solicitation will
be cancelled and no contract will be awarded. All sources capable of
providing these services are being sought. In addition to the
information provided below entitled "Capabilities Package", responding
parties must also indicate their size status in relation to the
applicable Standard Industrial Classification (SIC) Code 8744. Only
companies, including their affiliates, with average annual receipts of
$5,000,000.00 or less during the last three (3) completed fiscal years
are considered small. Sources with 8(a) or otherwise classified as
small disadvantaged business would state so accordingly in their
response. This acquisition in anticipated to include the following: 1)
Engineering: The contractor shall furnish all labor, supervision, and
other items or services necessary to provide planning, programming,
design, acquisition, construction and related activities required to
develop and maintain the real property facilities and infrastructure
systems supporting Wright-Patterson AFB organizations to include, but
not limited to, the following: a) Planning. Develop, manage, maintain,
update, coordinate, execute and ensure compliance with long range
plans that reflect and supportthe mission requirements of ASC and
associate/tenant organizations of the US Air Force. b) Programming.
Develop, manage, maintain, update, coordinate, execute and ensure
compliance with various real property facilities and infrastructure
programs requirements and documentation. c) Design Management. Provide
complete architectural, interior design, civil, electrical,
structural, mechanical and fire protection design and project
management services for the modification, renovation, construction, and
demolition of real property facilities and infrastructure systems. d)
Project Control. Prepare and process packages for the acquisition of
contracts, and provide management support throughout the project
execution cycle. e) Construction Management. Provide construction
management and inspection services for various types of construction
contracts for the modification, renovation, construction, and
demolition of real property facilities and infrastructure systems. f)
Other Activities. Provide administrative and other miscellaneous
technical and management support required to manage, develop and
maintain real property facilities and infrastructure systems at
Wright-Patterson AFB. Provide technical, management, budget and
administrative support to the 88th Civil Engineer Group and other
Wright-Patterson AFB organizations in the form of real property
facility and infrastructure systems engineering documentation, data
base management, surveying and other related real property planning,
design, construction and management support services. 2) Resources: The
contractor shall furnish all labor, supervision, and other items or
services necessary to provide Resource Management for the 88th Civil
Engineer Group, Wright-Patterson AFB to include, but not limited to,
the following: a) Computer Systems Management. Computer systems
planning, development, acquisition, programming, operation and support
for multiple network operating systems, PC's and information systems.
b) Real Estate Management. Develop, maintain, coordinate and execute
procedures for all activities related to the real estate management,
accountability and reporting for all installation real property
resources. c) Other Activities. Provide miscellaneous support functions
to include, but not limited to, technical, administrative, human
resource and financial management to the 88th Civil Engineer Group. 3)
Readiness: The contractor shall furnish all labor, supervision, and
other items or services necessary to plan, train and respond to major
accidents, natural disasters and wartime contingencies supporting
Wright-Patterson AFB and adjacent communities to include, but not
limited to, the following: a) Responsible to maintain and operate the
Base Disaster Preparedness Program which includes emergency response to
major accidents, natural disasters and other other form of emergency
through the operation of the Mobile Command Post and the Disaster
Preparedness Control Center. b) Responsible to prepare and maintain
Disaster Preparedness Plans, coordinate on support agreements and
related disaster plans with other Base organizations and local outside
communities. c) Provide contingency training to include Base populace
training, chemical-biological warfare defense training and specialized
team training to include the WPAFB Disaster Control Group. There are a
total of 104 authorizations in the study. CAPABILITIES PACKAGE: All
interested firms should submit a capabilities package that outlines the
firm's experience and capabilities in providing all of the above
mentioned services. The capabilities package should be bried and
concise, yet clearly demonstrate an ability to meet the stated
requirements. The responses must not exceed 20 single-spaced, 10-point
typed pages. Interested sources should respond no later that 8 Oct 98.
