By notice dated 28 August 1998, the Joint Traffic Management Office(JTMO) synopsized its intent to procure commercial U.S. flag breakbulk and containerized ocean and intermodal services for carriage of Department of Defense (DoD) cargo in support of DoD contingency actions. Offers were solicited from owners/operators of commercial U.S. flag vessels who are or will be approved VISA participants as of 1 October 1998. The original synopsis of this solicitation indicated a propsective RFP realease date of 08 September 1998 and a prospective due date of 12 September 1998 for offers.
