54 -- BULLET CONTAINMENT SYSTEM SOL M00681-98-Q-1361 DUE 092498 POC Arlene Siegel, 760-725-8132 REQUEST FOR QUOTATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is M00681-98-Q-1361 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04 and Defense Acquisition Circular 91-13. The Standard Industrial Code is 3441 and the business size standard is NTE 500 employees. This acquisition is a 100 percent small business set aside. The agency need is for the procurement of 17 ea Bullet Containment Systems (Clin 0001). This system shall be built to accept the rounds from the M4 carbine weapon. The trap must stop ricocheting bullets including fragmented bullets up to and including 7.62 caliber NATO greentip round fired from an M4 carbine weapon, 9mm, .45 caliber and 5.56 frangible ammo. The trap must be able to accept the rounds from any angle and any distance at point blank range. The trap face size shall be no larger than 30 inches by 48 inches and no smaller than 25 inches by 45 inches. The total height of the trap is no taller than 65 inches and no shorter than 55 inches. The trap must be man transportable and as such, may be sectional with each piece weighing no more than 175 pounds. The trap must be environmentally compliant eliminating airborne lead to a level in compliance with OSHA/NIOSH and EPA standards, providing a capability for Marines to collect expended lead from the trap while protecting them from airborne lead dust. The trap must be a passive operation with no moving parts that fall or wear out and require minimal maintenance for daily cleaning. The trap must have the capability to capture the expended whole rounds so that they can be collected for recycling. The trap must be fire retardant. The trap must be capable of both indoor and outdoor use. The construction of the trap must be equal to or better than 1/4 in. to 3/8 in. AR Steel, 3/4 in. to 1 in. ballistic rubber media coated calcium carbonate. Delivery to MCB Camp Pendleton, Oceanside, CA., is required 45 days after contract award. FAR 52.212-2 EVALUATION -- COMMERCIAL ITEMS (OCT 1997) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1)Past Performance, (2)References (supply a combination of 3 Government or Commercial references) and (3) Price. Evaluation factors (1) and (2) are listed in equal order of importance. Factors (1) and (2) when combined, are slightly more important than price. Thus, the Government may make an award to a higher priced proposal where that proposal offers a higher quality product. On the other hand, the Government wants to ensure that the program is reasonably priced and will not pay a significant premium for any product that exceeds the requirement to offer what the Government considers a good quality product. Where proposals are considered equal, price will be the determining factor. Offers shall include sufficient technical data or information about the product intended to provide for the Government to make a reasonable evaluation as to its technical acceptability. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items applies. Any contract awarded as a result of this solicitation will be a DO rated order certified for national defense use under the Defense Priorities and Allocations System. All offers not sent through the US Postal Service will be considered to be hand carried and direct delivered.
