The United States Information Agency's International Broadcasting Bureau (USIA-IBB) intends to negotiate and award, on a non-competitive basis, a contract to Flash Technology Corporation of America, Brentwood, Tennessee for the purchase of approximately fifteen (15) split-unit, high-intensity strobe light assemblies and associated control equipment. This equipment must be currently registered under FAA Product Specification L-856 and be available for delivery within ninety days after receipt of order. The equipment to be supplied is for replacement purposes and must be arranged so that the power converters and capacitor banks are in separated units that can be mounted at ground level. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1(a)(2), 41 U.S.C. 253(c)(1). This Notice of Intent is not a request for competitive proposals. Interested firms or persons may however, identify their interest and capability to provide theabove-stated lighting and associated equipment. In doing so however, all such proposals for consideration must be received the Government not later than September 28, 1998. A determination by the Government not to compete this proposed contract based upon responses to this CBD Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this CBD Notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.
