synopsis/solicitation for commercial items identified below, prepared
in accordance with the format in FAR Subpart 12.6 as supplemented with
additional information included in this notice. The announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. The solicitation number
18-3K47-98, is issued as a Request for Quotation (RFQ), and
incorporates provisions and clauses that are in effect through Federal
Acquisition Circular 97-07. This procurement is unrestricted. The
standard industrial classification code is 3826, with a small business
standard of 500 employees. The Government intends to negotiate
non-competitively with Finnigan Mat/Thermo Quest Corp.; Old New
Brunswick Road, Suite N-40; Piscataway, NJ 08854, under the authority
of 41 U.S.C. 253(c)(1) when there is reasonable basis to conclude that
the agency's minimum needs can only be satisfied by only one
responsible source and no other supplies will satisfy agency
requirement. The items below are sole source to Finnigan Mat because we
require a compact benchtop liquid chromatograph-mass spectrometer
system that is user-operated. The mass spectrometer system that meets
our minimum requirement is on Federal supply schedule with Finnigan
Mat, but its attachments listed below are not. A delivery order will be
placed against an existing basic ordering agreement. Space is limited
(92 cm deep x 220 cm long) where the LC instrument control and data
acquisition is fully integrated on the MS controller. We need to fully
integrate the control of both LC and MS functions and we need to have
a single computer controller operating both aspects of an experiment,
which only the Finnigan-SYS1 TSP LC system with associated detectors
will meet the minimum requirement. Application: Chemical analysis
within the Horticultural Crops Quality Laboratory (HCQL) is
increasingly utilizing HPLC purification of complex phytochemicals of
unknown structure. These compounds range from flavonoids, sugars,
phytohormones and secondary products to small peptides and proteins.
Complex compounds not suitable for GC-MS analysis and with a indole or
other light adsorbing/fluorescing ring as part of their structure, are
well suited for LC-MS analysis. The following items are to be used with
a Finnigan Mat LCQ/MS(n)/DS high performance atmospheric pressure
ionization (API) quadrupole ion trap mass spectrometer system: Line
item 01: Liquid Chromatograph including degasser, gradient pump,
autosampler, and controller for interfacing with the mass spectrometer
data system. Line Item 02: Photodiode array detector for both UV and
visible spectral detection. Line item 03: Scanning fluorescence
detector. Both detectors (items 2 &3) should have low volume flow cells
for use with low flow columns. Line item 4: Biochemistry Analysis
Software for windows. All items are pending availability of funds,
52.232-18. The delivery is FOB destination (including inside delivery)
to HCQL, Beltsville, Maryland. Delivery is required on or about
February 1, 1999 or 120 calendar days after award. Any
interested/qualified source who believes they can provide the required
equipment must respond by 3:00 p.m. September 25, 1998. Fax quotes are
acceptable. All such responses will be evaluated in order to determine
the ability to meet the above stated capabilities. Responses shall
include technical specifications, literature, brochures and other such
information corresponding to the required items which demonstrates the
capabilities of the offeror's equipment. Offerors shall identify where
the offered item meets or does not meet each of the Government's
functional and performance minimum specifications listed herein. Each
offeror shall furnish past performance information -- three customer
references within the last three years for the same or similar items
including contract numbers, points of contact, address, and telephone
number. The Government will award a contract resulting from this
solicitation to the responsive/responsible offeror whoseoffer
conforming to the solicitation will be most advantageous to the
Government. The following factors shall be used to evaluate offers:
Technical capability, past performance and price. Technical capability
and past performance, when combined, are approximately equal to cost
or price. The following FAR clauses and provisions apply: FAR 52.212-1,
Instructions to Offerors-Commercial Items; FAR 52.212-2,
Evaluation-Award to a technically acceptable offeror, at a fair and
reasonable price; FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items. FAR 52-212-4, Contract Terms and
Conditions-Commercial Items. The following FAR clauses in paragraph (b)
of FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statues of Executive Orders-Commercial Items, will apply to the
resultant contract: 52.222-26, 52.222-35, 52.222-36, 52.222-37, and
52.225-3. Addendum to include 52.247-34. All offerors must include a
