commercial items prepared in accordance with the format in FAR, Subpart
12.6 as supplemented with additional information included in this
notice. Written proposals on SF 1449 are due by 04:30 PM local time
09/24/98.The solicitation document and incorporated provisions and
clauses are those in effect through the Federal Acquisition Circular
(FAC 97-04). Standard Industrial Classification (SIC) Code is 5835. The
small business size standard is 500 employees. Contractor to provide a
Digital Dictation System for our Radiology Department. The system must
have the ability to have telephone review of radiology reports. System
must be NT and support 24 simultaneous users ports in a single,
modular recorder. System must have a 100 hours of redundant voice
storage. Dictation stations must be digital with backlite displays and
have the ability to receive visual and verbal prompts simultaneously.
System Dictation stations must be on-line with the recorders with the
ability to communicate voice and data simultaneously. System must have
Voice Telephone Interfaces for access by the VoiceWrite remote
transcription stations at the transcription service. Additional
Transcriptions stations must be digital with a backlite 8x32 LCD
Character Display that show the Radiologist ID and Name, Worktype,
Patient Social Security Number and date and time of dictation
throughout the report. Additional Transcription stations must have the
ability to have fast forward, rewind and listen functions on the
transcription foot pedal. System must report 11 digital dictation
stations, 4 digital remote transcriptions stations and 3 telephone
review call-in lines. Digital Dictation Stations must programmable and
customizable with the following 14 radiology function keys: REPORT

Dictation Stations must have the ability to have the option of
attaching a 8x32 LCD Character Display that shows the Radiologist ID
and Name, Worktype, Patient Social Security Number and date and time of
dictation throughout the report. Vendor must service and support their
own digital dictation/transcription stations and digital dictation
system on-site at Washington, DC, VAMC, Radiology Department(no third
party servicing of equipment). System must have a record image that is
expandable to 64 digits for future integration growth. System must
have a confirmed technology path of utilization of passive speech
recognition. Price to include shipping, delivery, installation, and
set-up. Procurement is subject to the availability of funds. Offers of
products other than brand name must submit data to show that their
products are the equal of the brand. Acceptance time will be 60 days
from bid opening date. The following provisions apply to this

acceptance of offer, mailed or otherwise furnished to the successful
bidder within the time for acceptance specified in the offer shall
result in a binding contract without further actions by either party.
Bidders responding to this announcement shall submit a price for this
system along with the information required in 52.212-1 and a completed
copy of provision 52.212-3 to VA Medical Center (688/90C), Room 1b112,
50 Irving Street NW, Washington, DC 20422 by September 24, 1998, at
