commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement, known as SSA-RFQ-98- 1443JT, constitutes the
only solicitation. Quotations are hereby requested as follows, and a
written solicitation will not be used. This Request For Quote (RFQ) and
its incorporated provisions and clauses as stated below, are those in
effect through Federal Acquisition Circular 97-06. This RFQ is for the
following: SSA requires a commercial off-the-shelf software product to
assist in aging data files for use in the testing of batch and CICS
applications software for the Year 2000 project. The software will be
installed at SSA's National Computer Center in Baltimore, Maryland, on
the Software Engineering Facility and the Year 2000 Test Facility
(Y2KTF) for aging data files used in Y2K and Production Validation. The
quantity required is two. One licensed copy of the software shall be
installed on SSA's mainframe system, Hatachi, Skyline 72 and a second
license shall be installed on SSA's mainframe system, Hatachi, GX8824.
The software must meet the following mandatory minimum functional
requirements; 1) Automatically increment all dates in a given files by
a specified amount; 2) Revise dates in batch programs by entering the
date into a JCL member via TSO/ISPF for immediate use or later testing
; 3) Directly update data fields in VSAM, sequential, IMS, DB2 and IDMS
files without performing an unload/reload operation; 4) Age forward or
backward in years, months or days; 5) Process a list of files in one
job; 6) Automatic build of date definitions from user COBO copybooks;
6) Customize Dates according to user defined business calendar; 7) Be
TSO/ISPF panel driven; 8) Test multiple date versions on the same job
concurrently; 9) Test a JOB with absolute or relative date; 10) Select
a JOB with a fixed date offset forward or backward; 11) Support both
EIBDATE and ASKTIME formats under CICS; 12) Support all releases of
CICS; and 12) Support back dates to 1900. The following clauses apply
to and are hereby incorporated in this solicitation; 52.212-1,
Instructions to Offerors; 52.212-2, Evaluation; the following
evaluation criteria will be applied. 1)Technical Capability to meet the
government's requirements; 2) Past Performance and 3) Price. Award may
be made based on the initial submission and without discussions or
negotiations with offerors. Evaluation of offers will be based on a
"best value" source selection, wherein the agency reserves the right to
trade-off cost and technical considerations, such as the ease of use,
which requires minimal training and the utilization of minimal
resources for the software offered. The award decision shall be based
on best value, relative to price.; Provisions 52.212-3, Offeror
Representations and Certifications- Commercial Items should be
completed and accompany the quote as required.; FAR Clause 52.212-5,
(b)(7), (8), (9), (10) and (17) Contract Terms and Conditions Required
to Implement Statutes or Executive Orders-Commercial Items are also
incorporated by reference. In addition, all information technology
products delivered under a resultant award shall be "Year 2000
compliant". Per FAR 39.002 Definitions, "Year 2000 compliant," means,
with respect to information technology, that the information technology
accurately processes date/time data (including, but not limited to,
calculating, comparing, and sequencing) from, into, and between the
twentieth and twenty-first centuries, and the years 1999 and 2000 and
leap year calculations, to the extent that other information
technology, used in combination with the information technology being
acquired, properly exchanges date/time data with it. Responsible
contractors must respond to this RFQ with the following: 1) Price Quote
for the referenced software, 2) Product Name of the software being
offered, 3) Technical Literature that substantiates the capability of
the software to meet the functional requirements as cited herein, 4)
Warranty information, and 5) Any additional information as applicable.
Responses to this RFQ must be submitted by 3:00 p.m. Eastern Standard
Time on September 17, 1998, and shall be submitted to the attention of
Joanne Tarr, 1710 Gwynn Oak Ave., Baltimore, MD 21207. Offers must
