The Defense Supply Center, Philadelphia, is seeking domestic sources interested in providing men's and women's safety shoes in support of the Navy. The following briefly describes the types of man's and woman's safety shoes being sought: Commercial Safety Toe shoe 6 to 7 inches high fabricated using the Goodyear-welt construction process. The safety shoe is to be manufactured over a commercial man's and woman's safety toe last using black water-resistant leather, a corrosion-resistant steel toe, and oil/jet fuel resistant rubber traction tread outsole and heel. The outsole shall meet the design and performance requirements of MIL-PRF-22777 for Type I and the heel shall be beveled and meet the design and performance requirements of MIL-PRF-22777 for Type II. The safety toe shoe shall meet or exceed ANSI Z41, Class 75 compression and impact performance standards. The shoe shall have a one-piece wraparound vamp with a front lace/eyelet closure and an inside or outside counter pocket. The design shall include a soft, resilient, foam-padded leather cushion collar. A commercial fabric covered slip-in/removable cushioned formed insole shall be incorporated in the shoe design. Shoe last configuration and material selection shall be engineered so that after establishing a proper fit, a minimum break-in time will be necessary before a comfortable level of foot and ankle support is provided to the wearer. Men's sizes shall run from 6M to 14 EW and Women's sizes from 4M to 12W. The Navy has a purchase description, NCTRF PD 12-98, that they utilize when certifying these type items for sale in their stores. If you would like to receive a copy of NCTRF PD 12-98 in order to ascertain whether or not you have a product that will meet the Navy's needs, contact the Contract Specialist cited below. If you have a product that you feel will meet the Navy's requirements and are interested in participating in a product wear-test with the Navy, you are requested to submit two complimentary pairs of samples for each candidate -- one sample pair of men's and women's safety shoes for each of your proposed candidates as well as one sample pair of proposed candidates cut in half from the center of the toe to the heel . NOTE: Wear test approval of your candidate(s) is now required for Navy footwear bag items in order for you to participate in future competitive procurements. The results of the wear test will be a determinative factor in deciding whether the firm will be a viable competitor in a resultant acquisition for the safety shoes. When submitting your candidates, you are also required to provide descriptive literature and well as product unit price. A visual examination will be performed on the samples submitted and if visually determined acceptable, an award will be made for approximately 320 pair (combination of men's and women's styles) which will be provided to Great Lakes Recruit Training Center for an extensive wear test to determine acceptability from a form/fit and function standpoint.
