NASA/LaRC intends to purchase the items from HIGH TECHNOLOGY CORPORATION, THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION IS THAT NO OTHER SOURCE IS KNOWN. See Note 22.
