INVESTIGATIVE AND ANALYTICAL SERVICES FOR COMPLIANCE AND ENFORCEMENT OF
THE CLEAN AIR ACT. The Environmental Protection Agency (EPA) plans to
procure the subject analytical services in accordance with the
Simplified Acquisition procedures authorized in FAR Part 13. This
announcement constitutes a combined synopsis/solicitation, and a
separate solicitation will not be issued. To obtain a statement of work
contact Joanne Shea, 206-553-0310. The solicitation includes all
applicable provisions and clauses in effect through FAR FAC 97-05. The
Standard Industrial Classification Code is 8999. This requirement is
set-aside for small businesses. BACKGROUND: As part of the Wood
Products Initiative begun by the EPA in the early 1990's, enforcement
actions were taken against two Wood Products facilities that were found
to be in violation of the CAA. This contract requirement will continue
EPA's effort in investigating other companies in this category. The
EPA is also currently investigating changes made at petroleum refining
facilities, to identify potential violations and bring enforcement
actions against facilities found to be in violation of the CAA.
REQUIREMENTS: The contractor will review, organize and index files from
sources located in Washington, Oregon and Idaho. EPA's current
investigation has identified up to 10 wood products facilities for
investigation. In cooperation with EPA's Project Officer the contractor
will be expected to review at least 5 wood products facilites and 2
refineries. The EPA is in the process of investigating a specific wood
products facility (Company A) to determine compliance status. The EPA
is also in the process investigating 2 petroleum refineries (Company
B and C) and has already received information from the refineries. The
contractor will evaluate this data and identify possible violations of
CAA regulations. The contractor will review the New Source Review (NSR)
regulation requirements for each of the states where facilities are
located. Thecontractor shall calculate the emission increases which
resulted from each physical change and each change in the method of
operation. The contractor shall compare the NSR requirements for each
facility against emission increases calculated and identify potential
violations of the NSR. PROVISIONS AND CLAUSES: The solicitation
incorporates the EPA REPRESENTATIONS, CERTIFICATIONS AND OTHER
STATEMENTS OF OFFERORS OR QUOTERS (SIMPLIFIED ACQUISITIONS). The award
document will incorporate the requirements of the clause FAR 52.213-4,
TERMS AND CONDITIONS -- SIMPLIFIED ACQUISITIONS. TECHNICAL EVALUATION
CRITERIA: The technical portion of quotations will receive paramount
consideration in selecting a vendor. However, price will also be a
significant factor in the event that two or more vendors are determined
to be essentially equal following the evaluation of technical factors.
In any event, the Government reserves the right to make award to the
vendor whose offer provides the greatest overall value to the
Government. Offers will be evaluated based on the following technical
evaluation criteria: (1) Industry specific expertise/Production and
Emission information (40%) (2) Past experience/background of principal,
Chemical or Petroleum Engineers (40%) (3) EPA Policy Regulation
expertise (20%) OFFERS: Offers must be submitted on an SF-18 that is
signed by an authorized representative of the offeror and includes a
completed "Schedule of Offered Supplies/Services". The offer price must
include all materials, labor hours, contractor personnel hourly rates,
travel costs and indirect costs. Offers must be accompanied by
materials demonstrating that the offer and offeror meet the foregoing
requirements and evaluation criteria. Offers and related materials must
be received in this office by 4:00 pm PST on September 23, 1998. Please
