Officer, (202) 708-4531. The Government National Mortgage Association,
Ginnie Mae, a wholly-owned Government corporation within the
Department of Housing and Urban Development (HUD), provides a secondary
market for government insured/guaranteed loans through its
Mortgage-Backed Securities programs. Ginnie Mae is soliciting for a
contractor to perform data collection, analysis and risk management
related to its Mortgage-Backed Securities programs. The work largely
involves collecting pool, loan level and other data related to
Mortgage-Backed Securities programs, performing risk analysis on the
data collected, and providing system support for the work performed
under the contract. The contractor must maintain, administer and
enhance the Mortgage-Backed Securities Information System (MBSIS),
Ginnie Mae's proprietary software. The contractor must perform
portfolio risk analysis of Ginnie Mae issuers on a continuing basis
based on monthly accounting report data, quarterly loan level detail
reports, and quarterly and annual financial statement and field review
reports. Ginnie Mae currently has a system to perform the portfolio
risk analysis which will be made available for use by the selected
contractor. A three year, single award is contemplated with 2 one-year
options to renew. RFP GNMA-99-PA-01 will be issued on or about October
5. SIC 8999 applies. All qualified firms regardless of size may request
a copy of this solicitation. Brief written proposals limited to resumes
of key personnel and past performance of the firm, and consisting of no
more than 30 pages, will be due 30 days after issuance of the
solicitation. An oral presentation addressing the evaluation factors
for award will then be requested of those firms still remaining in the
competition after the written submission is evaluated. Interested
