a purchase order, under other than full and open competition, to
Kavouras, Inc. for the repair of a Kavouras Interim Tactical Weather
Radar System, Model 2070C, to operational condition. Kavouras will
furnish all labor, tools, parts, materials, and facilities necessary to
repair a storm-damaged weather radar system, Kavouras Model 2070C, to
operational condition. The system suffered severe internal and external
damage to most components during a sand storm in Southwest Asia. A one
year warranty is desired on all new and repaired components. System
repair must be accomplished within 120 days after purchase order is
issued. All defective parts replaced during repair actions are the
property of the USAF and may be required to be returned to the USAF
upon completion of repairs. Air Force personnel will perform a system
operational check following completion of repair. Vendor will correct
any discrepancies noted during system operational check at no
additional charge to the Government. The Air Force intends to conduct
this procurement in accordance with Federal Acquisition Regulation
(FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5,
Test Program for Certain Commercial Items. This proposed procurement is
for supplies and services for which the government intends to solicit
and negotiate with only one source. Interested parties may respond in
writing to the ACC Contracting Squadron with information concerning
alternate repair services and supplies. Responses must be received no
later than 24 Sep 98. Responses must include written documentation
providing conclusive evidence that any proposed alternate supplies are
fully compatible with the Kavouras Interim Tactical Weather Radar
System, without modification, and repair services will be accomplished
by personnel with knowledge of and experience in repairing the
Kavouras Interim Tactical Weather Radar System. Responses shall provide
sufficient detail to enable accomplishment of a thorough technical
evaluation. All responses submitted in accordance with the instructions
provided herein will be evaluated by the Contracting Officer on the
basis of the information submitted. Responses will be accepted by mail
at the address identified herein and by facsimile machine at 757
764-9773 (Attn: N. Ball/D. Fortune). All responsible sources may submit
a response that shall be considered by the agency. If no responses are
received or all responses received are found to be technically
unacceptable, the procurement will proceed under other than full and
open competition as described herein. Posted 09/09/98 (W-SN247264).
